The Position
The current vacancy is in Ukiah, CA. The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur.
Under general supervision, prepares and recommends execution of all permit applications and coordinates or performs all technical studies required for final environmental clearance for natural resources considerations related to departmental projects and programs. Performs other duties as assigned.

Job Requirements and Minimum Qualifications
Duties may include but are not limited to the following:
Performs duties in support of Water Agency including but not limited to:
- Implement regulatory compliance programs in response to National Pollutant Discharge Elimination System (NPDES) permits and Total Maximum Daily Load (TMDL) requirements.

Implement regulatory compliance programs in response to the California Statewide Groundwater Elevation Monitoring Program (CASGEM).
- Implement regulatory compliance components of the Ukiah Valley Groundwater Sustainability Plan.
- Implement regulatory compliance components of the Mill Creek ponds Mussel Prevention Plan.
- Conduct field monitoring of water quality and quantity.
- Assess environmental data and prepare informational/technical/compliance reports for public, technical, executive management, elected official and regulatory audiences.
- Prepares and maintains various detailed reports / records.
- Conduct technical reviews of reports, permits, work plans, etc. prepared by others.
- Make presentations in public and professional settings.
- Manage specialized consultant contracts.
- Develops and administers grants.
- Represent the Agency at meetings with local, state and federal agencies.
Performs duties in support of other areas within the Transportation Department including, but not limited to:

Perform all actions necessary to obtain National Environmental Policy Act (NEPA) and/or California Environmental Quality Act (CEQA) certification for construction projects. -
Maintain an awareness of changing State, Federal, District and County codes, rules, regulations, guidelines, and ordinances.

Act as the primary contact person for representatives of Federal and California regulatory agencies on matters relating to environmental permitting for construction projects.
-
Prepare and update the Preliminary Environmental Study (PES) that serves as the master guide to the environmental studies needed for a particular project.
-
Obtain State Water Resources Control Board Section 401 Water Quality permits and Army Corps of Engineers Section 404 Fill/Discharge permits and clearance/consultation with the National Marine Fisheries Service where threatened or endangered species of fish might be impacted by a specific construction project.

Prepare and recommend execution of California Department of Fish & Game Section 1600 Streambed Alteration Agreements.
-
Obtain permit such as: Coastal Zone, Caltrans encroachment, Bureau of Land Management (BLM) encroachment.
-
Prepare and recommend execution of Professional Services Agreements with consultants for technical studies.
-
Coordinate studies such as: Army Corps of Engineers Wetlands Jurisdiction, Floodplain Encroachment, Section 4(f) (for parklands), Farmland.
-
Coordinate or prepare socioeconomic impact analyses and noise studies.
-
Coordinate studies on the potential effects of projects on cultural resources (i.e., resources of archaeological, architectural or historical importance).
-
Prepare and update Area of Potential Effect (APE) maps for direct and indirect effects on cultural resources.
-
Search federal, California and County databases to document hazardous materials contamination within project limits; prepares Initial Site Assessment reports.
-
Coordinate hazardous materials sampling and testing.
-
Produce California sensitive species lists for individual construction projects from the California Natural Diversity Database.
-
Obtain federal sensitive species lists for individual projects from the United States Fish & Wildlife Service.
-
Contact property owners and tenants within construction project limits to notify them of construction activities and to obtain permission for specialists to enter onto their parcels for the purpose of conducting surveys or required studies.
-
Contact the Native American Heritage Commission about known Native American cultural resources that lie within specific construction project limits.
-
Contact individual tribal groups regarding unknown or undisclosed Native American cultural resources that may lie within specific construction project limits.
-
Serve as liaison with tribal groups.
-
Meet with the Mendocino County Archaeological Advisory Committee as needed.
-
Request research of the California Historical Resources Information System (CHRIS) to determine the presence of historical resources within specific construction project limits.
-
Coordinate public outreach on environmental concerns.
-
Organize and update project information on the County web site.
-
Organize public meetings and coordinates public notice.
-
Draft agenda summaries, resolutions and cover letters for matters to be taken before the Board of Supervisors.
-
Assist in the organization of, and participates in, hearings before the Board of Supervisors.
-
Initiate and track payment of permit and consultant fees.
-
Understand lag times in the review process with various regulatory agencies; attempts to reduce these lag times to a minimum.
-
Maintain awareness of regulatory deadlines and follows up on pending applications in order to minimize delays that could lead to loss of funding.
-
Prepare critical path diagrams to identify tasks and assign resources.
-
Track the progress of all phases of all outstanding permit applications for all projects.
-
Keep managers and co-workers informed on the status of all permit applications.
-
Meet regularly with Right of Way and the design team to set priorities and agree on responsibility for specific tasks.
-
Maintain the Department of Transportation’s master roads assessment database.
-
Extract data from the master roads assessment database; prepares reports and data displays in compliance with Total Mean Daily Load (TMDL) and National Pollution Discharge Elimination System (NPDES) mandates.

Perform other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED
Education and Experience:
Bachelor’s degree, or equivalent, from an accredited four-year college or university, with major course work in planning, engineering, technical writing, physical or biological sciences, archeology, physical, biological, social and human environmental relations, or other related courses; and, two (2) years of progressively responsible experience in an engineering or public works agency, including some experience in the preparation of environmental reports.
Substitution:
Related experience may be substituted for up to two (2) years of the education: Associate’s degree, or equivalent, from an accredited four-year college or university, with major course work in planning, engineering, technical writing, physical or biological sciences, archeology, physical, biological, social and human environmental relations, or other related courses; and, four (4) years of progressively responsible experience in an engineering or public works agency, including some experience in the preparation of environmental reports
