These two (2) positions are located in the Consumer Health Food Safety (CHFS) Division of the Health Department.

Salary Grade: 34

An Environmental Health Technician performs work by conducting vector investigations, inspections, surveillance, intervention, and sampling functions. During the active mosquito season, this includes setting and collecting mosquito traps, speciating mosquitos, and testing them in the lab for West Nile Virus. Mosquito surveillance is tracked through the use of GIS maps. Techs also perform routine and complaint inspections at regulated facilities, including mobile home parks, public and semi-public pools, schools, and lodging facilities.


Duties/Responsibilities

(Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)


  • Investigates and inspects food, recreational, and housing establishments, such as convenience markets, swimming pools, hotels, motels, trailer courts, massage studios, bed and breakfast facilities, schools and warehouses, within assigned area of jurisdiction;
  • Investigates complaints from citizens and other agencies and provides referral to proper source of resolution;
  • Interprets, promotes and enforces federal, state and local mandates and laws regarding public health nuisances stated in the Arizona Revised Statutes, Arizona Administrative Code and Pima County Code;
  • Conducts inspections of home daycares and ice cream trucks;
  • Investigates vector related complaints and sanitation related complaints and recommends appropriate treatment of infested areas;
  • Identifies vector breeding sites and prepares, mixes, applies and properly disposes of insecticides for the control and abatement of mosquito larvae;
  • Performs Rapid Analyte Measurement Platform (RAMP) testing in vector samples for virus surveillance and supply specimens to the Arizona State Laboratory for additional testing;
  • Presents educational materials to the public regarding vector control for the prevention of vectors near homes and communities in person or via new media;
  • Performs operator-level servicing, adjustment and maintenance of specialized tools, equipment and assigned vehicles;
  • Keeps manual and computer-based records and prepares data for reports as required.

KNOWLEDGE & SKILLS:

Knowledge of:
  • procedures and techniques of collecting samples of vector products for laboratory analysis;
  • preparation, application, and disposal of vector control solutions;
  • principles and practices of vector control, vector-borne diseases, breeding places and habitats;
  • principles and practices of investigation and inspection of recreational and housing establishments;
  • procedures and techniques for the operation and service of spray and automotive equipment;
  • relevant sanitation and health laws, rules, regulations, ordinances and codes.
Skill in:
  • collecting samples of vector products for laboratory analysis;
  • identifying different species of vectors;
  • performing investigation and inspection of food, recreational and housing establishments;
  • recommending treatment of infested areas;
  • preparing, applying and properly disposing of vector control solutions effectively and safely;
  • operating and performing operator level maintenance of spray and automotive equipment;
  • applying appropriate sanitation and health laws, rules, regulations and codes;
  • identifying infested areas, performing vector surveillance and applying safety techniques.

Minimum Qualifications

(1) A High School Diploma or General Education Development (GED) Certification.

Preferred Qualifications (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):


  • Associate's degree or higher.
  • Environmental health work or intern experience.
  • Bilingual (English and Spanish, Chinese or other languages).
  • Arizona Structural Pest Control License.
  • Minimum of six (6) months experience with Hedgehog Software or other environmental health software.

Selection Procedure :
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum/desired qualifications may be further evaluated/scored against any advertised Preferred Qualifications . The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information

Licenses and Certificates: All positions require a valid Pest Control Operator certification in the State of Arizona within six months from the date of appointment. Maintenance of a current Pest Control Operator certification is a condition of employment. Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.

Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.

Physical/Sensory Requirements: Physical and sensory abilities will be determined by position. All positions will be exposed to outdoor extreme climate conditions and indoor commercial environments that are sometimes extremely hot, cold, wet, and unsanitary, which require the proper wearing of individual safety and protective clothing and equipment.
