Job Summary

Limerick City and County Council (LCCC) is establishing a panel for the position of EU Programme Manager (Analogous to Administrative Officer). It is proposed to form a panel of qualified candidates from which temporary vacancies which arise during the lifetime of the panel may be filled.

Background:

Limerick is a Light House City in the Horizon 2020 project Positive CityxChange which is running from 1st November 2018 to the 31st of October 2023. LCCC are work package Leaders for WP4 +Limerick. The project is divided into an implementation and monitoring phase. The implementation phase is now complete and so the final project year (which is the first year of this contract) will include monitoring, as well as continuous reporting and replication in 5 follower cities. This will continue until the end of the project in October 2023.
In addition to and thereafter the Positive CityxChange project, LCCC are keen to leverage EU funded projects to pursue innovative solutions for difficult problems and where there are successes, operationalise the learnings in day to day Council life. The EU Programme manager will coordinate LCCC’s participation in future Horizon Europe Proposals, as well as proposals under Interreg, Urbact, ELENA, the European Cities Facility etc.

The Position:

The EU Programme Manager is responsible for the successful implementation of existing EU funded projects (Interreg, Urbact, H2020, etc.) and for the development of new opportunities, projects and processes to enable and educate Limerick City and County Council staff members to identify and seek EU funding. For the first year, the EU Programme Manager will be primarily responsible for the successful completion of the Horizon 2020 +CityxChange Project as a Project Manager and Deputy Coordinator. This project alone is investing €6.5m in the city through its Limerick based partners and is due to finish in October 2023.
