What You'll Do
Leads the EVMS Compliance Group at Pantex by providing oversight of the EVMS System Surveillance Officers (SSOs), EVMS Systems Support, Procedures and Training. Provides the CNS Capital Projects and Weapons programs with EVMS compliant procedures, training, software, tools guidance and Governance of their respective projects and programs. Provides oversight of the Annual EVMS Self-Assessments and monthly EVMS Surveillances. Works with the Project Managers and Program Managers to ensure they have adequate support with EVMS Compliance guidance and governance. Supports the EVMS Compliance Director by backfilling when needed.
Develops, implements, administers, EVMS Compliance policies, procedures, and practices. Ensures alignment with legal, regulatory and ethical standards of the organization. Provides compliance advice, investigates complaints, and verifies deficiencies are corrected. Analyzes metrics and audits EVMS Compliance procedures. Maintains current knowledge of EVMS Guidelines, NNSA and DOE EVMS requirements and industry guidelines that impact the company’s EVMS Compliance program.
- Represents CNS with DOE, NPO, NNSA. EFCOG and NDIA as the Pantex EVMS representative regarding implementation, compliance and sustainability
- Closely supports PM teams and collaborates with other functions including scheduling, contracts, procurement and central finance
- Oversees EVMS policy, process, tools, training and performance assessment in accordance with EIA 748 32 guidelines
- Serves as procedure owner for the CNS EVM‐SD and related procedures
- Interacts with external and internal customers
- Conducts expert level internal training sessions
- Performs surveillance reviews on the CNS Earned Value Management System (EVMS)
- Facilitates the streamlining of processes, tools, and best practices
- Works closely with cross functional teams and departments to develop close working relationships that foster the sharing of best practices to maintain compliance
- Assists in root cause analysis and corrective action identification, and evaluates project office processes leading to recommendations for implementation of corrective actions
- Ensures that the EVM System Description Document and Self-Governance procedure are being followed
- Develops and maintains internal EVMS process documentation and procedures
- Recommends course of action for EVMS technical problems which are not covered by standard practices
- Performs general assignments consisting of a series of interrelated tasks or problems
- Applies independent judgment in application of the methods and techniques previously learned
- Finds solutions to problems requiring a variety of data sources and disciplines
- Prepares and presents briefings and/or presentations as required
- Keeps abreast of emerging techniques and professional development to remain current in the field, and for application to work assignments
- Acts as the governing authority and presides over the EVMS Governance Board responsible for the adjudication of compliance‐related issues to ensure alignment with approved system processes and procedures

Minimum Job Requirements
- Bachelor’s degree: Minimum 12 years of relevant experience. Minimum 7 years of relevant supervisory/ management experience.
- Master's Degree: Minimum 8 years of relevant experience. Typical relevant experience ranging from 10 to 15 years.
- 20 or more years of relevant education, training, and/or progressive experience may be considered to satisfy educational and years-of-experience requirements for this posting.
Preferred Job Requirements
- 15 years of hands-on Earned Value Management related experience
- Prior experience in project control and/or government contracting is highly preferred
- Strong communication skills, ability to work well with others, focus on long-term goals and provide leadership to support staff
- Experience with budget development, variance analysis, estimates to complete, cost performance reports, and cost schedule status reports in an integrated product team environment is preferred
- Requires excellent communication skills and the ability to interface with all levels of the organization
- Must be capable of working under pressure to meet deadlines
- Ability to perform financial analysis and familiar with Microsoft Office suite
- Have experience preparing and maintaining EVM artifacts such as: Control Account Plans (CAP), Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), and Work Authorization Document (WAD)
- Experience in preparing for and participating in Integrated Baseline Reviews (IBR)
- Be a certified PMI Project Management Professional (PMP) (a plus)
- Knowledge of American National Standards Institute/Electronic; Industries Alliance standards 748 (ANSI EIA 748 Guidelines and Intent Guide Direct experience with DI-MGMT-81650, DI-MGMT-81466(A), and DI-MGMT81861 (current version)
- Knowledge of Planning & Scheduling Excellence Guide (PASEG), MIL-STD- 881 (current version), Over Target Baseline (OTB) and Over Target Schedule (OTS) Guide
- Working knowledge of WEBEVM, P6 and Empower
- Extensive experience working on government DOE or DOD projects developing Integrated Master Plans & Integrated Master Schedules (IMS) is required
- Solid experience with cost & schedule integration
- Candidate must be self-starter with excellent leadership, organization and prioritization skills; and exceptional oral and written communication skills
