Salary Schedule: Central Office Administrator

Work Schedule: 12 Month

Position Summary

Under the direction and supervision of the Chief of Staff and School Leadership, the Executive Director of Elementary Schools provides leadership, supervision and support to all elementary principals and elementary programs and monitors the implementation of equitable practices across all aspects of elementary programming. The scope of work includes all aspects of curriculum and instructional programming, social and emotional programming, and overall school operations; and includes guidance and leadership coaching to administrators regarding all aspects of day to day school operations. The Executive Director of Elementary Schools facilitates scheduled meetings, leads professional learning with elementary school principals, and is a member of the School Leadership Division. The Executive Director of Elementary Schools oversees student achievement gains at the district level as measured by our current strategic plan outcomes. The Executive Director works to anticipate challenges and puts greater systems and structures in place. The ED of Elementary Schools collaborates with other CHCCS departments and members of the Senior Leadership Team to identify, prepare, place and retain effective school administrators.

Essential Duties

Serves as the liaison with all school-based stakeholders to support school curriculum:
  • Provides leadership, supervision and support for all aspects of the district’s elementary curriculum (instructional and SEL) according to Board policy with an emphasis on equity for traditionally underserved student groups.
  • Monitors School Improvement Plans (SIP) with a focus on student achievement, discipline data, staff retention, and teacher working conditions surveys.
  • Collaborates and assists elementary school principals with planning and implementing effective instructional programs and monitoring student outcomes.
  • Provides leadership, supervision and support for principals of dual language programs to secure needed resources, assist with staffing and promote a cohesive program that yields intended student outcomes.
  • Ensures all aspects of elementary school programming meet the continuum of academic needs across the district and provides multiple tiers of academic support to students through adoption of MTSS.
Provides leadership development and personnel support:
  • Creates collaborative and effective communication structures between Central Office staff and elementary school administrators;
  • Evaluates leadership as assigned to include directors, principals and central office staff;
  • Assists in development of individual career paths and manages programs that further support principal/ assistant principal/ teacher leaders development;
  • Serves as the primary contact and support for elementary principals for questions about school-based issues and responds to parent inquiries and complaints about school-based issues;
  • Ensures the effective management, coaching, and mentorship of elementary school leaders in ways that drive significant student achievement gains;
  • Assists in the coordination of school based administrator’s professional development within the area and assists with the implementation of staff development and inservice training programs;
  • Helps to monitor and check progress on the successful implementation of programs in order to ensure increased student outcomes;
  • Formulates proposals for the development and revision of policies pertaining to elementary education programs.
  • Serves on the allocation team to help determine elementary staffing allocations and with interviewing and recommending qualified candidates for elementary education professional staff positions.
Provides support toward the implementation of the strategic plan:
  • Ensures continuous improvement through alignment of school-based improvement plans and the district’s strategic plan that result in improved student achievement;
  • Assists in developing, planning, and organizing at the elementary level, and administering policies and procedures to ensure the District’s strategic plan objectives are achieved;
  • Participates in and monitors the membership of school improvement teams, as well as the implementation of School Improvement Plans, and coordinates the organization and functioning of secondary curriculums
  • Ensures all aspects of elementary schools’ programming align with the district’s equity plan by utilizing culturally relevant resources and practices and applying a racial equity impact assessment when considering any new initiative.
  • Communicates with parents when they have questions related to school practices and policy.
Provides support to the Chief of Staff and School Leadership:
  • Ensures compliance with state/federal regulations and other accreditation agencies governing elementary education programs and services.
  • Understands key policies as it relates to the overall operation of the school;
  • Supports school leaders with school based budgets and aides in preparing grant applications, and solicits funds to provide financial support for programs as needed.
  • Communicates with school principals about any potential changes or enhancements to the curriculum and program delivery
  • Works alongside the Chief of Staff and School Leadership to initiate timely, collaborative communication and promotes a climate of mutual respect, trust, and professionalism in interactions between members of the Senior Leadership Team and District Leadership Team
  • Perform related duties as assigned by supervisor
Aides in building a winning, cohesive team that collaborates with school and district office:
  • Meets regularly with key personnel throughout the District to ensure that proper information flows through leadership, including establishing goals, objectives and long range plans;
  • Develops a high-performing community of elementary principals who leverage one another’s strengths and support one another in achieving shared goals;
  • Aides in effectively communicating district level plans;
  • Coaches and builds capacity of direct reports in order to ensure the success of principals and school leadership;
  • Collaborates with peers to develop a consistent approach for cultivating a successful high performing team;


Education/Experience Requirements

  • Master’s degree from an accredited educational institution in education required
  • A minimum of five to seven years experience in elementary school leadership, as a Principal
  • Candidates must meet the legal requirements to be licensed as a Principal in North Carolina or be qualified to serve under the State Board of Education’s alternative guidelines
  • Demonstrates a history of successful leadership in varying school context
  • Demonstrates a command of best practices in literacy, math and leadership development
  • Demonstrates successful experience in dealing with professional staff and parents
  • Demonstrates skill in supervision and evaluation
  • Demonstrates the leadership qualities necessary to aid in building and sustaining a coherent and winning team.
  • Demonstrates ability to effectively work and communicate with students, parents, and school personnel from diverse cultures and/or backgrounds
