CHARACTERISTICS OF THE JOB: The Family and Juvenile Services Executive Officer will report directly to the Director of Statewide programs and will lead all aspects of the department including employee relations, staffing, and recruiting, organizational development, performance management, training, and continual quality assurance. The executive officer is also responsible for related processes and procedures and case management system development. The Executive Officer must have strong interpersonal skills with an ability to communicate and progressively manage the department.

In addition, the Executive Officer must have strong problem solving and creative skills with the ability to exercise sound judgment and make decisions based on accurate and timely analyses, and a high level of integrity and dependability with a strong sense of urgency and results oriented.

EXAMPLES OF DUTIES OR RESPONSIBILITIES OF THIS CLASSIFICATION:
  • Oversees the activities of the department of family and juvenile services.
  • Establishes, directs, and manages the AOC’s procedures and processes relating to the department.
  • Makes recommendations to the director of statewide programs concerning family and juvenile court rules for the
  • Kentucky Supreme Court and Court of Justice.
  • Monitors, with the director of statewide programs and budgeting office, fiscal year expenditures to ensure state funds and grant funds are spent appropriately.
  • Works closely with director of statewide programs and legal services to review contracts, agreements, and legal opinions.
  • Seeks grant opportunities and applies for grants as appropriate for the funding of the department and supporting initiatives.
  • Responsible for grant reimbursements/documentation, data gathering and performance measurement, and evaluation of the department.
  • Ensures that the department operates in compliance with state and federal law.
  • Sets policies, practices, and procedures of the operation for the department.
  • Performs department reviews and analysis.
  • Ensures adherence to policies and procedures of the department.
  • Oversees the program development of program resources and supports needed to provide services to the public and clients.
  • Works with department leadership to develop plans and strategy.
  • Interacts and communicates with various groups and individuals such as the justices, judges, legislators, executive branch leadership, and court-community stakeholders to promote department activities and/or initiatives.
  • Develops statistical procedures and tracking data systems for internal and external reporting.
  • Other duties as assigned.
Minimum Requirements
EDUCATION: BACHELOR’S DEGREE IN RELATED FIELD

EXPERIENCE, TRAINING, OR SKILLS: 5 YEARS OF WORK EXPERIENCE

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Candidate must possess managerial and administrator experience that includes supervisory and leadership. Minimum of 5 years’ experience in public administration, human services, criminal justice, social work, and/or closely related field.
Working Conditions
Statewide travel is required. The position is based in Frankfort, Kentucky.
