About the Role - BCYF seeks to hire a Director of Evaluation to join our Learning,

Evaluation & Data Management team. The Director of Evaluation will work to help

strengthen the organization's impact by leading the organization's evaluation activities

across all programs and administrative departments. The Director will provide thought

leadership, planning, technical assistance, and day-to-day guidance on BCYF's internal

research activities and will serve as a resource for the organization's leadership team,

department directors, and staff. This role works closely on the front-end to assist with the

design and implementation of our programs, workshops, services, and initiatives and on the

back-end to lead the development and implementation of evaluation plans and processes.

This role also works closely with the Development team, providing grant-writing and

grant-reporting assistance for the organization and all departments, and the

Communications teams, helping translate department outcomes into the story of our work.

The Director will be directly supervised by the President of BCYF.

Essential Functions:

Program and Organization Evaluation

  • Work with senior leadership to shape a vision for the organization's evaluation,

research and programmatic work.

  • Experience with and commitment to a culturally relevant and equitable evaluation

approach (CREE) and diversity, equity, and inclusion frameworks.

  • Develop and manage the organization's, grantees', and project-level Monitoring,

Evaluation, Accountability, and Learning (MEAL) plan(s), indicator reference sheets,

results reporting, data use systems and activities, and evaluation strategy.

  • Have primary oversight in developing key MEAL-related policies, procedures, and

related tools necessary to define a consistent approach to evaluation throughout the

organization.

Program Research

  • Design and develop innovative measurement approaches, such as outcome mapping

and harvesting, to ensure alignment between project goals and objectives, process

outcomes, and desired impact.

  • Establish an evaluation plan and technical approach to monitoring BCYF systems that

align with the organization's theory of change.

  • Support and contribute to developing flexible, adaptable, and user-friendly

measurements, learning, and knowledge management mechanisms.

Organization Learning

  • Play a critical role in encouraging the development of a learning culture within BCYF.
  • Lead the development of and support implementation of learning agenda(s),

including prioritizing learning questions and identifying evidence gaps.

  • Lead and/or oversee research activities to answer the specific learning agenda

questions and inform related monitoring, evaluation, accountability, and learning

plans.

  • Support teams in designing appropriate and insightful outcome evaluations and

assessments.

  • Support the institutionalization of a collaborating, learning & adaptive approach,

fostering a learning culture and facilitating evidence-based decision-making and

innovation.

  • Work closely with IT systems staff to ensure continuity and continued use of

integrated applications and online platforms to collect data and track internal

metrics.

  • Oversee the development and application of need assessment tools to identify critical

strengths and gaps within BCYF, its related programs, and services.

  • Develop procedures for collecting, storing, and reporting indicators, establishing

baselines, measuring status changes, attributing results to project activities, and

assessing the overall impact of project results.

  • Develop assessment and evaluation reports on outcomes and findings for internal

decision-making and external publication and information sharing.

Collaborate on the BCYF Narrative

  • Assist the Development team and department directors in developing and writing

corporate, foundation, and government grants, as well as writing interim and final

grant reports.

  • Assist the Communications team in understanding and explaining the impact of our

work shared in annual reports and other external communications.

  • Team Management: Plan, direct, implement, and evaluate the day-to-day

operations with the Communications team; Motivate and manage a high-performing,

hybrid team, including supporting cross-team, team, and individual performance

and development goals and giving and receiving feedback; Facilitate meetings and

decision-making process that center inclusion and equity.

  • Senior Staff: Participates fully as a senior leader of BCYF and serves as an

organization-wide leader who embraces the mission, vision, and values of BCYF;

Works closely with President, general counsel, and senior staff to ensure that the SIP

team has seamless interaction on daily operations, culture-building, data

management and security, and strategic priorities.

  • Ambassador and Thought Leader: Stay up to date on community priorities.

Develop and implement new approaches, initiatives, and partnerships to maintain

and grow our programs. Actively engage and energize Board members, staff,

grantees, alumni, partnering organizations, funders, and the community at large.

Additional responsibilities may include working collaboratively with different teams in the

development of their annual plans; annual review of department metrics; development and

adjustment of stakeholder information tools; ensuring technical capacity of team members;

providing technical assistance; support in the development of operational materials and

other project-related responsibilities.

About the Candidate - The ideal candidate will be an astute leader with technical and

relational skills, able to foster team collaboration and communication to achieve project

goals. The Director of Learning will stay abreast of research on promising practices and

theories of change that underpin the programs and services of the BCYF, including

grant-making, children and youth development, racial equity and inclusion frameworks,

community accountable organization empowerment, philanthropic leadership development,

racial justice and Black liberation policy and advocacy, and culturally responsive equitable

evaluation practices. The Director will be able to summarize information and provide

recommendations to teams to help them develop innovative, responsive, and meaningful

programs, services, and initiatives for our grantees and communities served.

of the following experiences and attributes. (Preference will be given to candidates with a

proven track record of scaling a start-up nonprofit or philanthropic organization.) Even if

  • Minimum of 5-7 years of experience within a nonprofit, social service, or educational

organization, or working with community organizations as an external evaluator

and/or conducting Community-based participatory research.

  • Extensive experience using qualitative methodologies, including conducting focus

groups, interviews, and/or field observations.

  • Extensive experience using quantitative methodologies, including survey design for

internal and external questionnaires.

  • Proven experience designing and conducting assessments and evaluations centered

on principles of culturally responsive and equitable evaluation (CREE) related to

philanthropic initiatives, systems strengthening children and youth development, and

related programs.

  • Proven experience engaging community members with lived experience in the

assessment and evaluation process.

  • Experience establishing and facilitating learning and evaluation committees

composed of staff, data and evaluation experts and partners, and community

members to inform work.

  • Possess extensive technical knowledge of MEAL approaches and techniques in some

or all of the following areas: outputs, outcome monitoring, theories of change, logical

frameworks, data collection and analysis, accountability, and stakeholder feedback

mechanisms.

  • Extensive experience developing indicators and supporting teams in the monitoring

and documenting performance.

  • Demonstrated understanding and experience with City Government/Federal reporting

frameworks and indicators.

  • Demonstrated experience with statistical analysis, database, data collection, and

data visualization software such as MaxQda, NVivo, SPSS, SAS, R, Airtable,

salesforce, survey monkey, Qualtrics, PowerBI and/or ArcGIS.

  • Demonstrated excellent technical writing and communications skills to produce

reports based on research and evaluation findings and the ability to “tell a story”

with data and to explain the “so what” of data when writing program reports.

  • Demonstrated experience in the presentation of results for information sharing,

publication, and informed decision-making.

  • Proven ability to engage and work collaboratively with colleagues, community

members, organizational partners, and consultants, with demonstrated experience

and skills in conducting virtual and in-person training and technical assistance.
