GENERAL DESCRIPTION:
The Wyoming Department of Family Services (DFS) is seeking a full-time Senior Accounting Analyst to provide support to the Financial Services Division in the Grants and Cost Allocation section. The Senior Accounting Analyst will support the Cost Allocation and Grants Manager and the team. This position will be in charge of the grants/projects budgets and help the program managers with the information needed for grants. This position involves preparing, analyzing, and interpreting various state and federal regulations, utilizing advanced professional accounting, planning, and analytical skills to assist in our reporting. You must be a detail-oriented team player who is committed to reporting timely and accurate information.

Interpret and apply Wyoming State Statutes and Federal Regulations. -
Reporting/Cost Allocation (Public Assistance Cost Allocation Plan (Indirect Costs)/Data Reliability.
- Review monthly financial reports from WOLFS to reconcile and make any changes.
- Provide assistance in reports for SAO Quarterly and Annual Reports.
- Provides information for payroll and time and effort.
- Assist with compiling information, implementing changes, maintaining, and training of the Cost Allocation system.
- Helps where necessary for the biennial budget.
- Compile, analyze, and edit data to ensure data represents compliance with requirements.
- Set up and approves the budgets for grants and projects.
- Collaborate with the DFS Financial Services Division Budget team on B-11 and NAFR needs.
- Prepare, analyze, interpret, and train on fiscal information, and carry out special studies.
- Know and stay up to date on 2 CFR 200 requirements.
- Serve as grant fiscal administrator for multiple grants.
- Manage weekly flow through federal funds and analysis of expenditures that correspond.
- Receive and review notifications regarding compliance with new and existing federal and state regulations or proposed regulations. Make suggestions for policy or procedure changes as needed.
- Prepare/Review quarterly and annual federal reports.
- Determine needs for new grants or changes in existing programs.
- Review and set up program codes to make sure accurate report data on all awards.
- Oversee and ensure closure of grants to include proper document filing and reconciliation of WOLFS data.
- Monitor expenditures to meet GAAP requirements and perform annual year-end closing to include schedules of federal financial assistance.
- Reconcile project and/or grant reports with data from WOLFS and Federal or state reports and make necessary changes.
- Participate in the fiscal rulemaking process for the grants policy and procedures.
- Training staff on grant management processes.
- Advisor to CFO, Grants & Cost Allocation Manager, Administrators, and Program Managers on topics such as policy, procedures, reporting, budget and expenditures, etc.
- Provide assistance in responding to annual audit requests.
PREFERENCES:
Preference may be given to applicants with a Bachelor's degree in Accounting.
Preference may be given to applicants with intermediate to advanced Excel skills.
Preference may be given to applicants with WOLFS/InfoAdvantage experience.
Preference may be given to applicants with grant experience.
KNOWLEDGE:
- Knowledge of internal controls over accounting applications.
- Skill in oral and written communication.
- Ability to meet deadlines and take the initiative to work independently.
- Perform well under pressure and adjust to changes in the work schedule.
- Communicate with other fiscal personnel, field workers and supervisors, federal program representatives, and Human Resources.
- Ability to design programs and train staff to utilize computer programs, and coordinate with DFS budget, grants, and general accounting staff.
- Knowledge of State and Federal laws, rules, regulations, and statutes.
- Knowledge of basic accounting, business principles, budgets, and cost controls, including internal controls over accounting transactions, and applications.
- Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting.
- Knowledge of computers, designing and using complex spreadsheets, and word processing applications.
- Knowledge of the statewide accounting system, WOLFS/infoAdvantage.
- Knowledge of Microsoft Office (Excel, Word, PowerPoint) and Google Applications (Meet, Drive, Chat, Sheets, Docs).
- Must be a strong multi-tasker and be able to prioritize duties.
