Under the general supervision of the Human Services Director, this position directs and supervises staff, develops and plans programs, provides fiscal management, provides staff development, assures program quality, and directs the day-to-day operations of the Financial Assistance Programs, Child Support Services, and Fraud Prevention Investigation (FPI) referrals.
Essential Duties
Supervision of Personnel (Priority A, % of Time 70%, Discretion A)
- Supervise all Eligibility Workers and Child Support Workers.
- Assign and monitor progress of work for effective and efficient use of personnel and workloads.
- Complete employee appraisals and/or job performance reviews.
- Evaluate staffing levels needed given present and future volumes of work and program changes.
- Participate in interviewing and selecting staff.
- Ensure orientation and training to new employees, plus ongoing training based on observations and employee input.
- Monitor mileage, expense reports and timesheets. Act on requests for overtime, flex and/or leave time, ensuring unit coverage.
- Recommend discipline up to and including recommending dismissal.
- Assists staff in making decisions that warrant a higher level of consideration.
- Attends appeal hearings with staff.
- Reviews FPI referrals to ensure that policies and documentation requirements are followed and makes recommendations to FPI to proceed with Administrative Disqualification Hearings.
- Act as backup during absences, leaves, and vacancies.
Governmental Operations (Priority A, % of Time 10%, Discretion A)
- Directs and interprets needs assessments to adjust to local, state, and federal changes.
- Researches and recommends changes in the service delivery system, including the most effective use of technology.
- Works with community providers to improve coordinated services.
- Develops and recommends changes to policies and procedures.
- Directs ongoing assessment of potential problems and proactively develops strategies to prevent problems.
- Recommends the needed services within the budget parameters.
- Develops contracts with community service providers.
- Analyzes past/present/future fiscal trends and service demands.
- Authorizes unit expenditure and monitors the unit program budget.
- Participates in the annual budget planning process.
- Write and develop plans according to federal, state, and local standards for the Financial Assistance and Child Support programs, and develop forms as assigned.
Administrative Responsibilities (Priority A, % of Time 10%, Discretion A)
- Interprets fiscal, statistical, and data-driven reports.
- Prepares performance data and analysis for Board review.
- Ensures required documentation is completed and casework meets practice standards.
- Makes recommendations to use technology and improve overall quality.
- Oversees the development of the proper documentation protocols.
- Participates in training and education opportunities to maintain and improve proficiency in best practices and service delivery.
- Attends and participates in appropriate professional organizations.
- Reads appropriate bulletins and articles.
- Associates with agents and departments from other counties and states to stay current on industry standards of practice.
- Attends management team meetings.
- Represents county and participates in various statewide and local committees, organizations, and task forces.
Act as MAXIS/MMIS/PRISM Coordinator for the Financial Assistance Unit, Child Support Unit and Human Services Security Liaison. (Priority A, % of Time 5%, Discretion A)
Other duties assigned by the Agency Director or County Board. (Priority A, % of Time 5%, Discretion A)
Minimum Qualifications

Education or Experience: Associate degree (A. A.) from two-year college and one year experience as Lead Eligibility Worker and/or Lead Child Support Officer; or an equivalent combination of education and experience.
Selection Process
Candidates meeting the minimum qualifications will be invited to an interview held via Zoom on Tuesday, May 23 in the afternoon.
For those selected, second round interviews will be held on Tuesday, May 30 in the afternoon at the Government Services Center in Olivia.
Job Type: Full-time
Pay: $27.26 - $37.85 per hour
