Overview:
Kimley-Horn is seeking a Planning Analyst to join our multi-disciplinary planning, environmental and entitlement practice, based in San Jose, California. The primary focus of this position is environmental planning (CEQA/NEPA compliance). However, the successful candidate may also be responsible to help prepare and manage a wide range of key planning documents, including General Plans, Specific Plans, Planned Unit Developments, Development Codes, Urban Design and Design Guidelines, and environmental documents associated with current and long-range planning. The successful candidate will participate in public meetings/workshops, author reports and studies, process entitlement applications, collaborate with other CEQA/NEPA environmental professionals and prepare CEQA/NEPA documents in support of a full range of publicly and privately initiated planning and development projects.

As a valuable addition to our team, you will solve complex problems, assist project managers, and collaborate with partners to produce our clients’ visions for the future built environment.

Tasks may include:
  • Prepare environmental analysis documents under CEQA and NEPA (Exemptions, required notices, Initial Studies, Mitigated Negative Declarations, EIRs, etc.)
  • Contribute to the pre-construction planning, modification, permitting, and analysis for multiple projects ranging in size and scope.
  • Solve complex problems, assist project managers, and collaborate across disciplines to produce our clients’ visions for the future built environment.
  • Develop familiarity with the federal, state, and local regulations, as well as Kimley-Horn’s and our client’s practices, procedures, and standards.
  • Evaluate development proposals to identify compliance with zoning regulations.
  • Prepare planning and land use studies.
  • Coordinate with various municipal and state agencies.
  • Gain exposure to diverse project experiences as we provide services to both the public and private sectors.
Desired Skills:
  • Experience in the preparation of proposals, budgets, schedules, and public presentations
  • Experience with coordinating with Developers, Public Agency staff, Architects and Engineers
  • Understanding of the Planning Policy Plans, City codes, City processes, permitting requirements, and performing presentations at public meetings
Qualifications:
  • An accredited (Bachelors or Masters) Degree in City/Urban Planning, Environmental Studies, Natural Resources Management, or related degree
  • 4+ years of applicable experience in environmental planning, land planning, policy planning, and entitlement a variety of land development, mixed use, and infill-related projects
  • Excellent verbal and written communication
  • Demonstrated application of technical skills to meet project demands and solve problems for our clients
  • Positive attitude and an impressive work ethic
  • Experience working in a team environment with multiple tasks and deadlines
  • Experience with Word Excel, PowerPoint and Microsoft Project or similar scheduling software
  • Experience with AutoCAD, GIS, Photoshop, Illustrator, Sketchup and other graphic software programs
  • Clear sense of urgency and self-initiative to meet deadlines
  • Attention to detail and ability to contribute to a positive work environment Passion and demonstrated drive to achieve goals
Base Salary:
$95,000 - $120,000
