POSITION OVERVIEW:
The Texas Education Agency is seeking to hire a Flexible and Facilities Programs Analyst. This position is in the State Funding Division which is responsible for administering the Foundation School Program (FSP). The FSP determines the amount of state and local funding due to school districts under Texas school finance law and provides the state share of this funding to districts. The State Funding Division also produces reports and other data related to school finance. The Flexible Programs and Facilities Programs Analyst supports schools by processing applications for the Optional Flexible School Day Program (OFSDP), Optional Flexible School Year Program (OFYP), and assisting lead financial analysts with administering the Bond Guarantee Program, Instructional Facilities Allotment (IFA) and Existing Debt Allotment (EDA). The scope of work involves analyzing financial data and reviewing laws and rules related to the OFSDP, OFYP, BGP, IFA and EDA programs’ information used in the state’s school finance formulas. This position works closely with leadership and financial analysts in the Division of State Funding to ensure effective and efficient program implementation in compliance with applicable statues and regulations.

The work involves processing applications in accordance with laws and rules; compiling, reviewing, and analyzing financial data; providing expert technical assistance to school districts, agency staff, government agencies, and the general public. The work demands meticulous attention to detail, a passion for accuracy, and the capability of analyzing data and applying the results. The successful candidate will have a strong customer service background, an aptitude for working with financial concepts and a high proficiency using intermediate to advanced Microsoft Excel functions.

ESSENTIAL FUNCTIONS:

  • Process Efficiency and Control: Processes OFSDP and OFYP applications by ensuring compliance with established procedures; applicable statutes and regulations; completeness of data; and presence of adequate documentation. Supports the review of BGP applications and IFA refunding amendments.
  • Customer Service and Technical Assistance: Provides expert technical assistance to school districts, agency staff, government agencies, and the general public with regard to OFSDP and OFYP applications and assists with inquiries regarding the BGP, IFA and EDA programs.
  • Financial Analysis: Reviews formulas related to program funding, updates Summary of Finance (SOF) reports and processes outstanding balances; Creates Microsoft Excel spreadsheets with complex formulas. Assists with processing IFA refunding amendments and the analysis of financial soundness of applicants for the BGP.
  • Effective Communication: Researches technical questions and develops and maintains associated rules, web content, correspondence, manuals, presentations and standard operating procedures related to OFSDP and OFYP and assists with communications regarding the BGP, IFA and EDA programs.
  • Inter-Division Coordination: Performs other duties as assigned; this includes teaching skills and responsibilities to other positions, cross-training for different skill sets, collaborating with state funding staff on projects, and supporting the administration of the SOF reports and related financial transactions.
Qualifications


MINIMUM QUALIFICATIONS:


Education: Graduation from an accredited four-year college or university. Major coursework in accounting, business administration, finance, economics, or a related field is preferred.

Experience: At least two (2) years of experience in financial analysis and regulatory work.

  • Strong experience providing online and telephone customer support and technical assistance preferred
