Functional Analyst - University Bursar (Hybrid/Remote)
Job Summary
To provide support for information technology business operations of the office of University Bursar and participate in reviewing existing systems/processes to identify areas for improvement and develop enhancements accordingly.Duties & Responsibilities
- 1. Identify the business process related problem areas using the data to guarantee the quality of performance. Introduce measures or procedures to correct unwanted deviations. (20%)
- 2. Coordinate University Bursar business processes related to accounts receivable functions. Includes reviewing, analyzing, and identify areas for improvement, and recommend enhancements accordingly for administrative consideration that resolve problems and promote efficiency. (15%)
- 3. Handle day to day billing services related business operations which includes, processing the bills, creating reports, etc. Addressing the software related errors or outages to the appropriate IT department and or outside vendors to ensure the smooth functioning of the business operations.(15%)
- 4. Coordinate University Bursar business processes related to accounts receivable functions. Includes reviewing, analyzing, and identify areas for improvement, and recommend enhancements accordingly for administrative consideration that resolve problems and promote efficiency. (10%)
- 5. Provide advice and counsel to internal University Bursar staff that facilitate their assigned areas of responsibility, including: ad hoc reports; queries and population selections utilized in mailings; collection activities; and other related activities. (10%)
- 6. Evaluate the user interface and designs of the new technologies/products and existing software, providing detailed analysis of proposed solution/s or areas of improvements for University Bursar management to review. (10%)
- 7. Serve as liaison to University Bursar Billing Services application vendors to conduct the following activities: communicating the required functionalities of the applications as per business needs; coordinating software installation; handling final implementation testing; and documenting the upgrades. (5%)
- 8. Develop, document, and maintain University Bursar procedures manuals and systems documentation related to University Bursar development practices, standards, system administration, and change request process as well as in compliance with regulations and guidelines set forth by federal and state agencies. (5%)
- 9. Serve on University committees and project teams as appropriate. (5%)
- 10. Perform other duties and responsibilities appropriate for an IT Tech Associate. (5%)
Minimum Qualifications
- Two years of progressively more responsible work experience in an Information Technology (IT) related profession.
- College course work which included Information Technology (IT), IT Management, or a closely related discipline may be substituted as follows: 60 semester hours or Associate's Degree equals one (1) year; 90-120 semester hours or Bachelor's Degree equals two (2) years.
Knowledge, Skills and Abilities
- 1. Bachelor's degree and/or experience in IT related field such as information systems, business process analysis.
- 2. Proficient computer skills including Microsoft Word, Outlook, SQL, and expert level in Excel and Access.
- 3. Excellent problem-solving skills. Ability to identify and resolve technical problems.
- 4. Excellent verbal and written communications skills to effectively interact with all outside agencies/vendors, University officials/staff, and other persons/offices seeking assistance from University Bursar Billing Services.
- 5. Strong interpersonal skills to establish and develop effective working relationships.
- 6. Effective teamwork skills to address and resolve difficult and complex issues/problems.
- 7. Ability to work independently and to exercise good judgment and discretion in the performance of all assigned duties and responsibilities.
- 8. One year of experience in business process analysis and change control processes.
- 9. Knowledge about business administration functions and related managerial practices to participate in identifying organizational goals and objective and facilitate their successful outcome.
- 10. Demonstrated analytical skills to perform financial and business analysis.
Appointment Information
This is a 100% full-time Civil Service 5031 - Information Technology Technical Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 5/8/2023. Salary is commensurate with experience.
