Overview

The City of Louisville is actively recruiting for a Geographic Information System (GIS) Manager. This is a new position that will report to the Director of Information Technology.

The Geographic Information System (GIS) Manager is responsible for oversight of all aspects the City’s GIS systems, projects and spatial application support. The position, in collaboration with all relevant City stakeholders, oversees the architecture and design, maintenance, implementation, support and integration for all spatial data systems and projects. The City maintains an Enterprise Licensing Agreement (ELA) with ESRI.

The ideal candidate will have:
  • A desire to create operational excellence in the development of spatial data systems across the entire City organization in partnership with all City stakeholders.
  • Industry and technical specific training and certifications related to the role. Examples are GIS Professional (GISP) and ITIL v3 or v4 Foundations certifications.
  • Training and/or experience in a specific project management methodology with a proven history and examples of successful completion of innovative GIS projects.
  • Ability to scope, coordinate, implement and support GIS and technology projects.
  • Exceptional problem solving and critical thinking abilities.
  • Ability to manage and recommend a GIS budget.
  • Ability to hire, retain, coach, mentor & manage GIS staff and stakeholders.
  • Ability to assess and apply industry best practices to create a stable, supportable and predictable GIS infrastructure.

  • Experience creating and delivering effective training materials and documentation that is applicable to all levels of stakeholders.

Examples of Duties

  • Lead and engage the City’s GIS governance group to develop and maintain a GIS roadmap and develop policy and standards.
  • Design, develop, write, implement, and maintain a centralized geographic information system that accommodates and optimizes use by all departments.
  • Facilitates installation, maintenance and upgrades of GIS hardware and software on personal computers and servers.
  • Improves work processes by creating and improving spatial data collections and GIS technology.
  • Supports and trains GIS stakeholders with all GIS desktop applications. Coordinates the centralization of spatial datasets to a central ESRI SDE database.
  • Coordinates collection and maintenance of spatial layers in support of critical enterprise business applications (Lucity, EnerGov, Utility Billing, Sales Tax, etc.)
  • Convert Lucity legacy maps with ESRI Portal maps.
  • Support the update of GIS data, based on GPS, as-builds and staff edits using Lucity tools.
  • Support continuous improvement of all GIS-centric enterprise applications, Lucity, EnerGov, Sales Tax, Utility Billing, etc.
  • Support, train and manage projects of Public Works, Planning, Parks & Open Space GIS Staff.
  • Configure and maintain the integration between Lucity and GIS for editing and updating through both GIS and Lucity software.
  • Configure and maintain the integration between EnerGov and GIS for editing and updating through both GIS and EnerGov software.
  • Maintain an accurate City residential and commercial address layer.
  • Maintains partnerships with external vendors and consultants to coordinate support and acquisition of external data collections.
  • Work successfully in a team-oriented atmosphere across multiple cross-functional teams spanning all City departments. Attend regular status and planning meetings.
  • Support and train stakeholders with spatial data collection using industry GPS devices, tools and applications.
  • Manage data collection and the updating of features by staff. Perform ad hoc map creation for stakeholders and special projects.
  • Maintain GIS spatial data level security to ensure proper rights and permissions are in place to maintain productivity. Maintain and regularly audit security to provide integrity and safety for all datasets and processes.
  • Develop GIS programs that enable data analysis and map production using modern ESRI software programming and macro languages, and advanced database setups.
  • Establish standards for mapping, documentation, data storage and retrieval, and programming, and overall quality.
  • Designs and develops tools for displaying or retrieving GIS information from relational databases using modern database utilities.
  • Maintain a GIS ticket queue to provide prioritized support for issues and requests.
  • Coordinates with departments to plan, design, and implement procedures that enhance access and responsiveness of GIS.
  • Determines appropriate data compression techniques, resolutions, sizes, color map, and depths to ensure that images and graphics are delivered at a sufficient speed and quality for optimal intended media output.
  • Researches and sources GIS solutions and vendors to provide continuous improvement.
  • Maintains up-to-date knowledge of industry trends and best practices for GIS applications and participates in local, regional and state groups focused on GIS.
  • Perform database administration and maintain GIS infrastructure, architecture, upgrades, patching and versioning of all GIS systems. Work with IT Systems Administrator to ensure backups and business continuity of all GIS systems.
  • Oversees publication of data to ESRI ArcGIS Online and ArcGIS Server.
  • Performs and oversees database maintenance and enhancements.
  • Serve in a supportive role for emergency management by providing mapping and analysis to aid in situational awareness during the course of events and critical incidents.

General Qualifications

  • Education, Training, and Experience:
    • Bachelor’s degree in Geography, Geology, Civil Engineer or Information Systems.
    • Five years of progressive experience in programming, digitizing, and drafting maps using GIS applications.
    • Background, experience and certification in the following platforms: ESRI GIS Software (ArcGIS Enterprise desktop and server, ArcPro, ArcMap, and ArcGIS Online), Autodesk, Microsoft SQL, Trimble, and Microsoft Office products.
    • Experience in the public sector desirable.
    • Equivalent combination of education and work experience may be considered.
    • Two to four (2-4) years of enterprise application experience, including analysis, design, implementation and support.
    • Two - four (2-4) years of project management experience in a proven methodology.
    • Experience working on and leading cross-functional teams (both technical and non-technical) to produce successful application implementations.
    • Experience producing technical documentation and application specific training materials.
    • Exhibits regular and reliable attendance but is flexible in meeting the needs of employees and the department.
    • Ability to hire, retain, coach, mentor and supervise staff and external resources.

PHYSICAL REQUIREMENTS OF THE JOB:
While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; handle or feel objects, tools, or controls; and speak or hear. The employee is occasionally required to walk and reach with hands and arms. The employee may occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT:
Standard indoor office environment. The noise level in the work environment is usually low to moderate. Position requires attendance at regular and special City Council meetings
