Summary

Spire is seeking a Specialist, Governmental Affairs. This position will be responsible for representing Spire before Local, State, and Federal officials and their staff, as well as local, state, and federal agencies as directed.

Duties and Responsibilities

  • Serve as a local liaison for Governmental Affairs to support Company needs and interactions by areas such as Operations, Legal, Regulatory and Organic Growth with public officials.
  • Provide relevant information to other functional areas, and as necessary, work with them to coordinate timely Company responses to constituent issues raised by elected officials.
  • Review state legislative, regulatory, and public policy initiatives and identify relevant issues and timely communicate with respect to impact on the Company
  • Maintain effective working relationships with government relations employees from the utility industry and other entities with an interest in utility issues.
  • Coordinate and assist in the preparation of the Company’s legislative strategy before the General Assembly and other legislative bodies in which the Company’s interests may be affected.
  • Support the execution of the Company’s legislative strategy before the General Assembly and other legislative bodies in which the Company’s interests may be affected, under the direction of the Director, Governmental Affairs.
  • Work with outside lobbyists engaged by the Company to further its legislative strategy.
  • Provide administrative support for the Company’s political contribution strategy, including preparing contribution recommendations and coordinating attendance at key events.
  • Provide regular update reports to management on items of significance.
  • All other duties as assigned


Essential Characteristics and Competencies

Required Education (certifications, licenses)

  • Bachelor’s degree required, with preferred degree in political science, business administration, marketing, or a related discipline field.
  • Minimum of 3 years related experience


Required knowledge, skill and abilities

  • Minimum of 3 years related experience
  • Understanding of energy industry broadly, and the natural gas distribution industry specifically, is preferred
  • Lobbying experience is preferred
  • Ability to demonstrate the core and job category competencies: customer-focused, results-driven, teamwork, communications, adaptability, initiative, problem solving and quality
  • Ability to lead by example in support of the Company’s essential characteristics and values: strong ethics and integrity, dedication to a safe work environment, commitment to a diverse workforce that recognizes and respects every individual’s unique skills and perspectives
  • Strong interpersonal skills to serve as an effective liaison between corporate leadership and local government officials
  • Excellent communication and relationship building skills to enhance the effectiveness of state government affairs advocacy by assisting in building and supporting relations and representing the Company within state and local governments
  • Moderate computer background in Microsoft Office required, especially Excel, Word, Outlook, and PowerPoint
  • Excellent analytical skills including a thorough understanding of political and financial concepts
  • Strong organizational skills and the ability to “multi-task”
  • Ability to communicate effectively both verbally and in writing
  • Ability to be creative in developing solutions to challenging tasks


Physical demands, environment and schedule

  • Work environment: Hybrid Work Environment – Work is performed in a shared office environment.
  • Typically, 8 hours a day, Monday through Friday. Overtime and/or travel may be required when legislature is in session. During peak periods, especially during legislative session, extensive overtime may be required to meet externally set deadlines.
  • Frequent travel, principally for day trips within the service territory
  • Regular attendance is considered an essential job function.
