Purpose of the post:

To ensure full implementation of the National Outpatient Services Performance Improvement Programme (OSPIP) and the NTPF IDPP Protocol, to coordinate all stakeholders in St. Columcille’s Hospital to ensure targets are met for inpatient and outpatients, to act as an educational resource in relation to OSPIP and NTPF and to manage associated staff.

The Person:

This campaign is confined to staff who are currently employed by the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004 as per Workplace Relations Commission agreement –161867

Candidates must have at the latest date of application: - Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office. Candidate must have broad experience with scheduled care projects, NTPF understanding and engagement and a proven track record in waiting list management, validation and data analysis. ICT experience essential, including a high degree of knowledge in MS Office applications especially Excel, Pivot Tables, Data interpretation and analysis.

Professional Qualifications, Experience, etc. Eligible applicants will be those who on the closing date for the competition.

(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004

OR

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish1. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.

OR

(iii) Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction

OR

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland, (QQI).

Post Specific Requirements

  • It is essential that the successful candidate is able to lead a diverse number of people in successfully implementing the National Outpatient Performance Improvement Programme and the NTPF IDPP Protocol, and to coordinate the outpatient and inpatient waiting lists to meet monthly targets; these include Consultants, Nursing staff, and Clerical Admin staff.
  • Experience in working with a broad range of internal and external stakeholders.
  • Have sufficient experience in relation to effective management of waiting lists.
  • Have knowledge of relevant legislation, regulations and guidance governing role.
  • Demonstrate experience in dealing with Consultants including capacity planning.
  • Demonstrate knowledge of OPD scheduling.
  • A good knowledge of standard PC software
