Purpose of the Post
The post holder will define and oversee the development of a comprehensive Human Resource strategy in line with MRHTs purpose of creating a high-performance, sustainable organisation. The strategy will clearly outline the HR proposition to support service delivery.
The post holder will be responsible for leading the development, delivery and implementation of the HR function at the Midland Regional Hospital, Tullamore including including overall governance of the Medical Manpower function. He/She will work with the General Manager to provide vision and strategic direction for the Midland Regional Hospital, Tullamore.
This responsibility will involve leading on all HR matters (operational and strategic level) including recruitment & retention initiatives, staff engagement, employee relations, learning and development, performance management, mentoring, workforce planning and any other HR projects and initiatives that may be assigned from time to time.
The post holder will provide guidance on the broad HSE HR policy direction and governance on people related matters- to influence, monitor and support the changing structure and workforce with a focus on change management, leadership and development support.
The post holder will actively contribute to the delivery of patient / client centred services.
The post holder will play a key role in supporting and directing the Midland Regional Hospital, Tullamore towards the achievement of the hospital’s objectives.
The post holder will promote and participate in the on-going reform agenda and the on-going management of change in the context of a more efficient and cost-effective service
Eligibility Criteria
Qualifications and/ or Experience
Candidates must have at the latest date of application:
- Significant experience at a senior level of working within and supporting the HR function of a multidisciplinary health service or equivalent, as relevant to the role.
- Significant experience of Human Resources, Team management and development including managing staff, as relevant to the role.
- Significant experience of managing large volume Recruitment Campaigns, as relevant to this role.
- Significant experience of managing and working collaboratively with multiple internal and external stakeholders, as relevant to the role.
- Experience of leading out on projects in a complex multi-stakeholder environment.
- Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character
Each candidate for and any person holding the office must be of good character.
Age
The Public Service Superannuation (Age of Retirement) Act, 2018* set 70 years as the compulsory retirement age for public servants.
- Public Servants not affected by this legislation:
Public servants joining the public service or re-joining the public service with a 26 week break in service, between 1 April 2004 and 31 December 2012 (new entrants) have no compulsory retirement age.
Public servants, joining the public service or re-joining the public service after a 26-week break, after 1 January 2013 are members of the Single Pension Scheme and have a compulsory retirement age of 70.
Post Specific Requirements
- Significant experience of working in a Human Resources role within a health or social care setting which has included implementing HR policies and procedures, employee relations, absence management, performance management and provision of a HR advisory service.
- Experience of working in a Recruitment / HR environment delivering a high volume recruitment service which involves interacting in a professional manner with senior management and other key internal and external stakeholders and customers (internal and external), as relevant to this role.
- Experience of working with SAP HR including some or all of the following - personnel administration, organisational management and time management.
- Experience of managing Paybill Management Control Process in compliance with the Operational Framework and the Performance and Accountability Framework.
