Summary

The Harbor Office Assistant is responsible for providing customer service and assisting harbor patrol operators from the office located on the north end of the Isthmus pier. Operating seven days a week to welcome and assist boaters looking to anchor or moor at Catalina, our area of coverage encompasses more than 25 miles of coastline and over 700 moorings.

Supervision Received and Exercised

Under general supervision, the Harbor Office Assistant performs a variety of routine tasks that include the operation of a VHF radio, answering emails, phone calls, helping the general public, assigning and facilitating the use of moorings within the Two Harbors tideland areas. Incumbents at this level receive frequent instruction and assistance for their daily assignments.

Distinguishing Characteristics

This is a routine-level position responsible for performing a variety of routine tasks that include the operation of VHF radio, telephone, computer, assistance to the general public, as well as assigning and facilitating the use of moorings within the Two Harbors tideland areas.

Essential Duties and Responsibilities

Management reserves the right to add, modify, change, or rescind the work assignments of various positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Coordinate shore boat and patrol boat charters with captains.
  • Assist visiting boaters and mooring leaseholders with assignments and reservations.
  • Monitor radios and help coordinate responses to emergency situations, including but not limited to, towing, fire, medical, lifesaving, and disabled vessel calls, in and adjacent to the Harbor area.
  • Tactfully communicate Two Harbors general information, including harbor policies, rules and regulations, events, activities, venue hours of operation and facilities available onshore.
  • Prepares reports to document unusual events or lost / found watercraft.
  • Monitor dinghy dock and pier for oversized boats.
  • Collect mooring fees from boaters wishing to pay at the office.
  • Conduct routine inspections of pier, dinghy dock and dock lines notifying harbor patrol of any issues.
  • Maintain the office and pier appearance.
  • Cross train to dispense fuel, water, and pump-out services for visiting boaters, company boats, and employees.
  • Handle lines for commercial passenger ferries.

Education and Experience

  • High School diploma/GED.
  • Must be at least 18 years of age.
  • Excellent organizational and interpersonal skills.
  • Liveaboard boaters preferred.
  • Computer / tablet proficiency.
  • Pre-employment background check.

Knowledge of

  • ABCs of California Boating.
  • Basic computer skills.
  • Occupational hazards and standard safety practices.
  • Principles and practices of record-keeping.
  • Principles and practices for providing an elevated level of customer service.

Ability to

  • Operate a VHF radio.
  • Exercise tact, self-restraint, judgment, maturity, and communicate effectively when dealing with a variety of people encountered in the course of work.
  • Complete grammatically correct, legible, and accurate reports.
  • Safely perform all assignments under all conditions.
  • Maintain constant awareness of surroundings.
  • Independently organize work, set priorities, meet deadlines, and follow up on assignments.
  • Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.
  • Use English effectively to communicate in person, over the telephone, and in writing.
  • Ability to follow directions, efficiently coordinate functions with the rest of the department.
  • Motivation to contribute to the team and overall goals of the department.

Licenses and Certifications

  • Valid Driver’s License with a satisfactory driving record maintained throughout employment.

  • Strength, stamina, and mobility to perform light physical work.
  • Adequate vision to read printed materials and a computer screen and to distinguish colors.

  • Walk, climb, and descend pier ramps frequently in operational areas to perform assigned tasks.
  • Finger dexterity needed to access, enter, and retrieve data using a computer or tablet.
  • Hand dexterity with ability to throw a line and secure vessel to float.
  • Ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds or heavier weights with assistance and/or the use of proper equipment.
  • Ability to handle stressful situations with guests and/or staff.
  • Ability to withstand varying open ocean conditions.

Environmental Elements

  • Work outdoor environments with moderate to loud noise levels.
  • May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.
  • Work near moving equipment and vessels. Ensuring safe practice to prevent any dangerous situation with lines.
  • Exposure to chemicals, mechanical and electrical hazards, and hazardous physical substances and fumes.
  • Interact with individuals in interpreting and enforcing rules, policies, and procedures.

Working Conditions

  • May be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
  • Typical working hours for the Harbor Office Assistant are an eight-hour shift between 8:00am-4:30pm.
