Summary
The first contact for arriving boaters are harbor patrol operators. Operating 7 days a week to welcome and assist boaters looking to anchor or moor at Catalina, our area of coverage encompasses more than 25 miles of coastline and over 700 moorings.
Patrol boats ranging 16’-24' in length are used to assist boaters during the mooring process by guiding boaters through the mooring field. A towline is often used to help hold the boat in position while mooring lines are handled by the operator and crew. Ensuring that they are correctly tied up and ready to go to shore, licensed operators may ferry passengers to the pier for access to shoreside amenities.For vessels arriving after dark the night audit provides verbal assistance and will utilize the patrol boat lights to guide vessels to their appropriate assigned mooring.
In between boater arrivals, maintenance on patrol boats, piers, and docks will be completed by patrol operators and night audit.
Operators holding a USCG MMC endorsed as an OUPV can carry up to 6 passengers on patrol boats and operators endorsed as master may operate the shore boat with up to 22 passengers between the mooring fields and piers.
Supervision Received and Exercised
Receives general supervision from higher-level supervisory staff and direction from higher-level staff.Under general supervision, the patrol operator performs a variety of routine tasks that include the safe operation of a harbor patrol vessel, assistance to the general public, assigning and facilitating the use of moorings within the Two Harbors tideland areas.
Distinguishing Characteristics
This is a routine-level position responsible for performing a variety of routine tasks that include the safe operation of a harbor patrol vessel at night, assistance to the general public, assigning and facilitating the use of moorings within the Two Harbors tideland areas at night. Incumbents at this level receive frequent instruction and assistance for their daily assignments.
Essential Duties and Responsibilities

- Patrol the mooring fields and adjoining waterfront area by boat to ensure safety of guests and property.
- Navigate each row of moorings ensuring the safe moorage of all vessels and collect fees using our Netmoorings program.
- Monitor radios and respond to emergency situations, including but not limited to, towing, fire, medical, lifesaving, and disabled vessel calls, in and adjacent to the Harbor area.
- Conduct routine inspections of company vessels, moorings, dock & tow lines.
- Police and remove navigational hazards and unattended docked boats.
- Safely operate and navigate patrol boats in harbor and coastal waterways.
- Locate and assist transient visitors and lessees with mooring assignments and reservations.
- Tactfully communicate Two Harbors general information, including harbor policies, rules and regulations, events, activities, venue hours of operation and facilities available onshore.
- Operate shore-boat service and assigned charters.
- Practice good judgement, discretion, and seamanship.
- Dispense fuel, water, and pump-out services for visiting boaters, company boats, and employees.
- Handle lines for commercial passenger ferries.
- Perform related duties as assigned.
- Will be cross trained in fuel dock operation and procedures.
Education and Experience
- High School diploma/GED
- Prior boat handling experience. Must be at least 18 years of age.
- Excellent organizational and interpersonal skills.
- Live aboard boaters preferred.
- Computer / tablet proficiency.
- Pre-employment background check.
Knowledge of
- ABC’s of California Boating.
- Occupational hazards and standard safety practices.
- USCG navigation rules.
- Honda outboard engines
- Principles and practices of record-keeping.
- Principles and practices for providing an elevated level of customer service.
Ability to
- Operate a VHF radio while in control of a patrol vessel with onboard computer in dark conditions at night.
- Operate a boat and maintain a holding pattern alongside another vessel against wind and current.
- Respond in a safe and timely manner in general emergency situations, in accordance with established policies/procedures.
- Exercise tact, self-restraint, judgment, maturity, and communicate effectively when dealing with a variety of people encountered in the course of work.
- Complete grammatically correct, legible, and accurate reports.
- Safely perform all assignments under all conditions.
- Maintain constant awareness of surroundings.
- Safely and effectively use, operate, and maintain equipment and tools, including harbor vessels.
- Tie up boat properly following appropriate tie up procedures.

Licenses and Certifications
- Valid Driver’s License with a satisfactory driving record maintained throughout employment.
- USCG Merchant Mariner Credential endorsed as OUPV or MASTER is a requirement for this position.

- Strength, stamina, and mobility to perform medium physical work and stand while operating the patrol boat over the course of an 8+ hour shift.

- Walk, climb, and descend pier ramps frequently in operational areas to perform assigned tasks.

- Ability to frequently bend, stoop, kneel, reach, and inspect issues with mooring lines.
- Ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.
- Ability to handle stressful situations with guests and/or staff.
- Ability to withstand varying open ocean conditions.
Environmental Elements
- Work in outdoor environments with moderate to loud noise levels on a boat.
- May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions.
- Work near moving equipment and vessels. Ensuring safe practice to prevent any dangerous situation with lines.
- Exposure to chemicals, mechanical and electrical hazards, and hazardous physical substances and fumes.
- Interact with individuals in interpreting and enforcing rules, policies, and procedures.
Working Conditions
- May be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
- Applicants living aboard their own boat will be assigned a patrol boat and duty to a cove by the harbor manager.
- Typical working hours for the Harbor Patrol Night Audit are an eight-hour shift from 10:30pm-7:00am.
