The Human and Community Services Division (HCSD) supports the strengths of families and communities by promoting employment and providing the assistance necessary to help families and individuals meet basic needs and work their way out of poverty.
This Health Coverage Program Manager position oversees the health coverage program and designs, implements, and monitors the program objectives, policies, and budget. This position leads all program related collaboration regarding health coverage Medicaid assistance programs. As such, the position considers impact of program changes on all stakeholders, other agencies, and advocacy groups and works with Montana Native American tribes, federal agencies, and other programs to coordinate services. This position supervises 3 employees directly, and 12 employees indirectly.
This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

What you can offer us
- Knowledge of public assistance eligibility programs and services.
- General knowledge of Medicaid and health coverage policy.
- Knowledge of management concepts and practices, and ability to foster collaboration, provide effective training and guidance to staff.
- Excellent written and verbal communications skills, as well as analytical skills.
- Ability to research and interpret regulations, federal rules, and explain new information in laymen’s terms.
- Computer literate with ability to write reports, process payment requests, analyze and forecast program budgets, and prepare statistical reports.
- Preferred: Knowledge of legislative and appropriation process.
- Meet minimum qualifications:
- Bachelor’s degree in public administration, business, communication, human services or other related field.
- Five years progressively responsible experience in public assistance programs of which three years must include supervising professional staff.
- Other combinations of directly related education and directly related experience may be considered on a case-by-case basis.
- Preferred experience with legislative and appropriation process.
