The Ohio Department of Health supports a hybrid teleworking model. This position may work a hybrid schedule at the discretion of the manager or supervisor, which will require occasional attendance in the office for training, meetings and other operational needs. Employees must reside within a reasonable distance to their assigned headquarters for compliance with workplace reporting requirements.
What You'll Do:
Under the Bureau of Health Improvement and Wellness Creating Healthy Communities (CHC) program:
- Serves as specialist for built environment interventions related to the prevention of chronic diseases and their risk factors;
- Coordinates and monitors efforts to incorporate public health into planning by working directly with local municipalities and planning agencies;
- Emphasizes health promotion and disease prevention for entire populations and works on internal/external multidisciplinary teams to achieve the long-term goal of preventing chronic disease and improving community health in the state of Ohio;
- Interacts extensively with socio-economic, culturally and professionally diverse individuals, community-based businesses and agencies, and departmental staff;
- Works with community partners to create healthy places by improving access to healthy food and promoting active transportation and sustainability;
- Acts as project leader or principal liaison to assist in planning, coordinating, monitoring, and evaluating built environment projects for targeted populations within the Creating Healthy Communities program;
- Reviews plans & documents prepared by others & prepares funding applications, contracts and proposals for federal grants and other external sources;
- Oversees and manages grants and other funding instruments ensuring that related rules, fiscal constraints and reporting requirements are met;
- Acts as contract administrator on any active living services contracts developed and managed by ODH;
- Develops, delivers and evaluates all active living strategies for the CHC Program;
- Participates in multi-agency committees involved in policy development;
- Researches and identifies potential plans and policies for opportunities for public health impact on issues relating to land use, the built environment, food access, and transportation;
- Conducts comprehensive reviews of evidence related to community health assessment and planning and develops resources related to new and emerging methods;
- Coordinates training programs to build planning, policy development and environmental health outcomes awareness;
- Leverages leadership, team building, negotiation, and conflict resolution skills to build community partnerships and collaborations to promote a healthier environment for the community;
- Communicates built environment and related public health issues to internal/external partners;
- Provides technical assistance to assigned grantee agencies regarding planning, implementation, and evaluation of comprehensive, population based CHC projects through site visits and other contacts for compliance with the grant requirements;
Unusual working conditions: requires frequent travel.

- Completion of undergraduate core program or 24 months experience in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration)
- 9 months training or 9 months experience in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies
- 1 course or 3 months experience in public relations
- 1 course or 3 months experience in budgeting
- 1 course or 3 months experience in technical writing or business communication
- 6 months experience as Planner 2, 85312, in assigned program area
- Equivalent of Minimum Class Qualifications For Employment noted above
Additional Qualifications:
Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:
- Undergraduate or advanced degree in engineering, transportation, physical, behavioral & social science, urban or community planning, or natural resources
- Experience in incorporating health into planning, including comprehensive and/or parks and recreation and/or food access
- Experience with urban planning research and/or regional health planning activities
- Experience in using statistical methods to analyze survey data, write reports, procedures, tools, and documents
- Experience collecting data and information from studies, investigations or reports
- Experience with spreadsheets and presenting difficult concepts
- Experience working with national and state planning agencies
- Experience working with federal, state and/or local agencies
- Experience developing and monitoring deliverables with grants and contracts
- Experience developing visual communication plans, reports, and training modules
Knowledge of operational, mathematical, analytical &/or statistical research techniques used in problem solving & decision making; assigned program area (e.g., engineering, geology, natural resources, transportation, physical, behavioral & social science, landscape architecture, business administration, mental health technology, rehabilitation, radiological science, urban & community planning); public relations; supervisory principles/techniques*; budgeting. Ability to define problems, collect data, establish facts & draw valid conclusions; write meaningful, concise & accurate reports; write complex reports & position papers. Unless required by legislation, the selected candidate will begin at Pay Grade 32, Step 1 of the OCSEA Pay Range Schedule ($26.24 per hour), with an opportunity for pay increase after six months ($27.39) of satisfactory performance and then a yearly raise thereafter.
