The Oakland Housing Authority is recruiting for two (2) positions. One position will be assigned to Recruitment, Classification & Compensation and Benefits Administration & (1) position assigned to Leaves Administration and Employee/ Labor Relations.
SALARY RANGE:
Human Resources Business Partner- $4,162.98 - $4,595.15/ biweekly
Senior HR Business Partner - $4,373.73 - $4,827.78/ biweekly
(Appointment is generally made at one of the first three steps, depending on qualifications)
Human Resources Business Partner
Under supervision, performs a variety of technical, administrative, and analytical tasks; assists in facilitating and managing various aspects of Human Resources including employee and labor relations activities, talent acquisition, leave administration, performance evaluation, employee transactions, ensuring a high level of customer service excellence.
Senior Human Resources Business Partner
Under general direction, facilitates and manages the administration of one or more advanced professional and technical functional areas within the Human Resources Department, including employee and labor relations activities, recruitment and selection, benefits administration, classification and compensation, leaves administration, performance management; to represent the department head on matters related to program areas; supervise the work of staff performing tasks assigned in a specific area, ensure a high level of customer service; and perform related work as required.
KNOWLEDGE AND ABILITIES
KNOWLEDGE OF: principles and practices of human resource management; public and private sector labor relations laws and general practices; Administrative investigation best practices and procedures; Local, State, and Federal employment laws and regulations governing public sector employees including but not limited to Worker’s Compensation, Unemployment, Protected Leave, Labor Standards, and CalPERS
ABILITY TO: interpret policies and procedures and make sound decisions; adhere to strict deadlines; respects diverse populations; support and facilitate employee and labor relations activities; communicate exceptionally both orally and in writing; coordinate and conduct administrative investigations while keeping a high level of confidentiality; analyze situations accurately and adopt an effective course of action in a fast-paced environment; work with third- party vendors to manage aspects of daily HR functions.
Minimum Requirements
HR Business Partner A bachelor's degree, with a major in personnel administration, human resources management, or a closely related field;
AND three years of increasingly responsible experience in the methods used in analyzing and executing all facets of a human resource management program.
Equivalent combinations of education, training and experience will be considered.
Senior Human Resources Business Partner A bachelor's degree, with a major in personnel administration, human resource management, industrial relations, or a related field;
AND five years of increasingly responsible experience in the methods used in analyzing and executing all facets of a human resource management program.
Equivalent combinations of education, training and experience will be considered.

For some positions, an experience/training rating and/or written evaluation of candidates will be used in lieu of the oral examination. The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List. College degrees or units required for the position will be verified prior to final appointment. If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers. All appointments are subject to the approval of the Executive Director.
All prospective employees must pass a physical examination and drug screening by an Authority-designated physician. A pre-employment criminal history background check will also be conducted for all positions. For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment. To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.
Prior to becoming permanent, new employees must successfully pass a probationary period.
BENEFIT INFORMATION
Employees of the Authority enjoy a competitive fringe benefit program.
SICK LEAVE is accrued at the rate of one day per month.
VACATION LEAVE for new employees is accrued at the rate of 10 days each year. There are also fifteen (15) paid holidays each year.
RETIREMENT - The Authority is a member of the Public Employees' Retirement System (PERS). The Authority also participates in Social Security.
HEALTH, DENTAL, AND VISION INSURANCE is available.
GROUP LIFE INSURANCE is fully paid by the Authority.
Management, supervisory, professional and confidential employees are also entitled to a management benefit package allowance, one floating holiday, and five days of administrative leave per year.
