JOB DESCRIPTION
POSITION: Human Resource Services Classified Employee Specialist
Supporting classified represented and non-represented employees including volunteer coaches, casual/auxiliary employees, student workers, coaches, substitutes and classified interns
REPORTS TO: Assistant Superintendent of Human Resource Services
SUMMARY: Work independently as well as cooperatively with other Human Resource Services staff members. Responsible for the processing of applicants, maintenance of employee records, and determination of employee compensation. Provides information to a variety of individuals and organizations; documents information and ensures processing of district/state/federal required reports; monitors assigned programs and processes and ensures that personnel procedures conform to district policies, and state and federal labor laws. Other duties as needed to ensure an efficient and legal operation. Position requires the ability to work a flexible schedule in order to meet deadlines.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Keep Assistant Superintendent of HR informed of significant items requiring review or action.
- Assist Assistant Superintendent with all matters related to classified staff members. i.e. Letters, contract interpretation, discipline, negotiations, budget.
- Participate in planning, and implementing the District’s annual staffing plan; adhere to employment levels by location and program consistent with budget, CBA constraints, and expected staff utilization.
- Coordinate with administrators for program staffing needs.
- Conduct new employee onboarding.
- Participate in the recruitment and selection process; developing and refining valid selection processes, and developing tests and other screening activities.
- Monitor, support and interpret contract language.
- Maintain awareness of current laws, regulations, policies, and practices related to school district Human Resources, Payroll and Benefits functions.
- Maintain a variety of employment files and records (e.g. applications, seniority lists, training records, test scores, etc.)
- Monitor a variety of processes to ensure efficient HR systems, adhering to legal and or administrative requirements. Implement new procedures when necessary to comply with changes in laws.
- Interpret multi-union bargained agreements, state regulations, and district policy in order to appropriately and accurately determine initial work calendar, compensation, employee FTE, sick leave/vacation accrual level, and seniority/leave date and benefit eligibility.
- Work with auditors during annual state and federal audits of employment pay, personnel files, and practices.
- Monitor timeline or required evaluation activities for each employee in accordance with district policy and CBA agreements, maintain required records.
- Assist administrators and supervisors with administration, interpretation of and issues related to CBAs
- Collect and prepare data analysis for negotiations with classified staff. Take notes at negotiations as required.
- Generate payroll contracts and employee notices for assigned staff; oversee completion of compensation documentation; monitor, maintain and adjust for assignments in accordance with budget expenditures.
- Advise administrators on detailed personnel encumbrances and expenditures.
- Maintain knowledge of each position certification requirements. Verify employee certifications, licenses or training identified as essential for the assignment and updated annually or as needed.
- Maintain personal and payroll information on assigned staff in WSIPC database software (currently Skyward WESPaC and/or Qmlativ)
- Prepare and submit various required state and federal reports including the S-275.
- Analyze job duties write/update job descriptions, and compensation surveys, recommend revisions and updates as needed.
- Fingerprint new employees as needed and verify clearance with OSPI by accessing OSPI’s fingerprint database. Verify background clearance of substitute and casual workers through WSP WATCH database according to Board Policy.
- Process all unemployment claims researching requested information. Coordinate hearings.

- Oversee coordination of practices and table maintenance in job posting and application software – currently FastTrack.
- Respond to written and verbal inquiries from a variety of internal and external sources for the purpose of solving problems, providing information, facilitating communication among parties and/or providing direction.
- Maintain the district’s mandatory training schedule and classes using SafeSchools training includes keeping track of employee profiles activating and deactivating accounts as necessary.
- Ability to use Absence Management System for the purpose of absence management and maintaining employee profiles, leave reports and tracking attendance.
- Assist other HR staff members as needed in the completion of all HR department work and activities.
- Communicate with staff and other clientele in a professional, friendly manner.
- Maintain flexible, team-oriented attitude and assume other duties as assigned.
- Observe strict confidentiality with personnel information.
- Promote and practice professional growth and development within the HR department by attending Law briefings, Risk Management Personnel Audit Update sessions, NWRDC information updates and trainings, other training/seminars, as necessary to the success of the department and importance to the overall health of the District.
- Ability and willingness to work flexible and/or extended hours when needed. Demonstrated pattern of regular attendance.

EDUCATION and/or EXPERIENCE
- College degree in job related area.
- Two years of human resource, public relations, or payroll experience, preferably in an educational setting. Additional related experience and training may substitute for formal education.
- Experience using WSIPC/NWRDC software as it relates to human resource service and fiscal.
- Experience as an advance level user of MS Office – emphasis on Excel.
- Experience administering collective bargaining agreements
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Washington State driver’s license

SKILLS, KNOWLEDGE AND ABILITIES
Skills are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: preparing and maintaining accurate records, operating standard office equipment, advanced level usage of Excel spreadsheets and various software packages.
Knowledge is required to perform business math functions, utilize various software packages/spreadsheets, read technical information, compose a variety of documents, and solve practical problems. Specific knowledge required to satisfactorily perform the functions of the job includes: personnel practices applied within a school district environment; interpreting contract language; understanding of accounting and bookkeeping principals and account codes, records retention. General knowledge of state and federal laws pertaining to school district employees, including FLSA, FMLA, COBRA, ADA and EEOC, etc.
Ability is required to schedule meetings, routinely gather, collate, and or classify data, and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances, analyze data utilizing a variety of complete processes, and operate equipment using defined methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes, and utilize specific job related- equipment. In working with others, independent problem solving is required to analyze issues and create actions plans. Specific abilities required to satisfactorily perform the functions of the job include maintaining confidentiality, establishing and maintaining effective working relationship, providing direction and leadership, working with detailed information, adapting to changing priorities, and working with frequent interruptions.

- Advanced business math skills, ability to compute rate, ratio, and percent and to draw and interpret bar graphs

PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to sit, and frequently required to walk or stand; lift and carry objects weighing up to 30 pounds a distance of 50 feet; perform repeated pushing and pulling movements; and reach with hands and arms; and use the hands to handle, finger, or feel objects, tools, or controls. The employee will frequently bend or twist at the neck and trunk while performing the duties of this job. Successful performance requires specific vision abilities that include close vision, distance vision, and peripheral vision.
WORK ENVIRONMENT: There are no unusual environmental conditions. Duties are performed in an office setting. Typical noise level is moderate.
