Position Summary:
The New York County District Attorney’s Office (DANY) has an opening for a Human Operations Manager to the HR Director in its Human Resources Department. In this managerial position, under the direction of Director of Human Resources, the HR Operations Manager will aid with oversight, planning and operations for the department. Will also be involved in the planning, developing, executing, documenting, and refining HR strategy for DANY. Partner with HR managers to ensure the department meets agency needs while maintaining compliance with City rules and regulations.
Responsibilities include but are not limited to:
- Assist the HR Director and senior staff with overseeing the Human Resources and Payroll & Timekeeping staff ensuring the Manhattan DAs Office and City policies and procedures are followed. Provide coverage as needed throughout the department. Manage the DANY employee handbooks change management activities as well as create and maintain the HR, Payroll &Timekeeping Standards Operating Procedure manual (SOP).
- Participate in streamlining and enhancing various processes. Evaluate, develop, document, execute, and refine processes and workflows for Human Resources and Payroll & Timekeeping. Work collaboratively and closely with senior staff and management to help enhance efficiency and streamline HR processes.
- Function as subject matter expert on all the civil service transactions including the DCAS exam application process, assist staff with the appeal process as needed.
- Assist the HR Director and the office with the disciplinary process and grievance issues, and other related matters. Provide coverage for the Labor Relations unit as needed.
- Oversee the job classification process for the Office which includes drafting testimony documents, justification documents, job descriptions, identifying the appropriate civil service titles, attending classification hearings, etc. Actively seek new titles that can benefit the agency and submit proposals as titles are identified as a need or possible future need.
- Participate in policy analysis and the implementation of citywide and agency specific policies related to personnel. Interpret city rules, policies and PSB rules in order to ensure agency wide compliance. Provide guidance to senior staff on the interpretation of agency and city rules and regulations regarding personnel matters.
- Provide guidance and general oversight in tracking and reviewing all incoming transactions such as, new hire actions, transfers, promotions, separations, CS transactions, leaves etc. for appropriate action. Conduct various tasks as needed such as analyzing and auditing HR related information and personnel transactions/data/requests for accuracy and /or completeness, which may include job classification data, compensation analysis, new hire, promotional & transfer transactions, and waiver information, various employment applications and staffing reports.
- Assist with overseeing the coordination the 211 and 212 waiver processes from beginning to end, which involves tracking and coordinating approvals from the DA as well as oversight. Provide guidance to HR Managers and staff on the process and assist employees through the qualification process.
- Review routine HR related reports to ensure data integrity, tracking of activity and management review. Involved in the development of new reports and processes as needed, which involves interfacing with various levels of staff and management, collecting requirements, analyzing data for development and quality purposes.
- Interface with various departments and staff to handle and troubleshoot incoming inquires and issues. Coordinate/communicate with HR and agency management to troubleshoot issues. Review and analyze incoming information from various areas of the agency and the oversight and draft and disseminate HR related communication accordingly.
- Participate in knowledge transfer sessions and cross-training activities within the department.
- May represent the Director in meetings with management, oversight and external stakeholders as needed.
- Provide coverage for HR managers as staff as needed.
Qualifications:
- Experience in managing various HR processes, projects and staff performing HR related work.
- Knowledge of NYC Policies (PSBs), Civil Service, HR, payroll and timekeeping policies and procedures.
- Hands on experience with City systems: NYCAPS, CHRMS, PMS, PRISE, CityTime and other HRIS systems. NYCAPS E-Hire hands on experience and implementation experience is preferred.
- Working knowledge of City HR systems such as NYCAPS/eHire, CHRMS, PMS, and other HRIS systems.
- Knowledge of NYC title classification process, compensation, and labor relations.
- Experience reviewing and interpreting the Citywide agreement, time and leave regulations, specific union contracts.
- Proficiency in Microsoft suite, including Visio, Outlook, Word, Excel, PowerPoint, etc.
- Excellent writing, organizational, presentation skills, time management, interpersonal, and problem-solving skills.
- Candidates must hold the permanent title of Administrate Manager or be on the active certification with a reachable list #.
Educational Requirements:
- College degree & 8 + years of hands-on experience in NYC Human Resources, experience as a Sr HR Generalist preferred.
Commitment:
- Two (2) year commitment.
