Based in Southern California with locations in Malibu, Calabasas and Camarillo; HRL has been on the leading edge of technology, conducting pioneering research and advancing the state of the art.

The HR Programs Manager will play an integral role in overseeing delivery of HR program activity associated with major business initiatives. Reporting to the Director of Human Resources, this role will support integration activity as well as ongoing processes and program cycles.
Responsible for coordinating the efficient end-to-end running of projects and programs specifically in the areas of Human Resources. The HR Programs Manager executes on defined deliverables and drives key decisions. Additionally, this role is required to be ready and able to take the initiative and identify where value can be added.

Supervisory Responsibilities:
This position has no direct supervisory responsibilities.

Essential Duties:
  • Plans, organizes, secures, and manages resources and tasks to bring about the successful completion of various human resource programs in such areas as Talent Management, Performance Management, DEI programs, Learning and Development program cycles, mentorship, career frameworks etc.
  • Develops, reviews and revises program policies and procedures.
  • Accountable for developing and managing multiple HR programs in varying size and scope.
  • Updates project plans, priorities, and project sequencing as needed.
  • Partners and collaborates cross-functionally with HR business partners, HRIS Analyst, Talent Acquisition and HR leadership throughout projects to resolve issues, address prioritization, manage risks and ensure success.
  • Elevating and managing project risks and issues as appropriate, proactively work to resolution.
  • Ensuring that quality steps and processes are in place and communicated to the team, and that issues are addressed.
  • Develop program schedules including initial development, milestones, vetting, tracking, managing schedule risks and managing close out activities.
  • Performs other related duties as assigned.

  • Strong computer skills including proficiency with Microsoft Project, Word, Excel, PowerPoint, Access, Outlook, and web-browsers

Required Education:
  • Bachelor's degree in in human resources or a related field and four years of human resource experience; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position.
  • HRCI PHR/SPHR, SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.

Physical Requirements:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times

Compensation:
The base salary range for this full-time position is $116,000 - $194,000 + bonus + benefits.
Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Please note that the compensation details listed reflect the base salary only, and do not include potential bonus or benefits.

This position must meet Export Control compliance requirements, therefore a "U.S. Person" as defined by 22 C.F.R. ยง 120.15 is required. "U.S. Person" includes U.S. Citizen, lawful permanent resident, refugee, or asylee.
