SUMMARY:
Under the supervision of the Director of Human Resources, the Human Resource Generalist is responsible for providing daily administrative, clerical and support to the Human Resources Department. The Human Resource Generalist coordinates specific office functions associated with the Human Resources Department and provides support for associated staff, including supporting payroll processes and functions as needed.

The position entails a high level of internal and external contacts, which requires knowledge and handling of very sensitive information, and a mature ability to handle crises. The position requires a high level of energy, alertness and awareness, with an excellent sense of detail and sensitivity to discrepancies. Frequent interruptions, diversity of tasks, phone traffic, work schedule management and extensive need for public contact make office management and task accomplishment challenging. A basic expectation is that the person in this position will regularly update professional competencies and maintain a current perspective on wellness and prevention issues.

PRIMARY DUTIES AND RESPONSIBILITIES (other related duties may be assigned):

  • Serves as the initial District contact for employee concerns related to benefits and insurance.
  • Maintains and updates records for health, dental, life and disability insurance policies as well as flexible spending options available to the employees of the District.
  • Remains highly informed of all insurance plans offered by the District as well as federal laws relating to the administration of these plans. (Family Medical Leave Act, COBRA, District Policy, and Collective Bargaining Agreements)
  • Serves as the Districts ACA (Affordable Care Act) Coordinator, ensuring District compliance to Act requirements.
  • Establishes and maintains effective communication with Plan Administrator, Flexible Spending Administrator, and Third Party Claims Payer regarding claim problems, issues or concerns confronting enrolled employees.
  • Answers questions over the telephone, electronically, and in person concerning employee benefits and other Human Resource matters.
  • Coordinates and manages open insurance enrollment on an annual basis, leave of absence, early retirement or retired coverage through the district policy.
  • Processes enrollments, changes in employee benefit status and terminations.
  • Creates and maintains a master insurance data file that is utilized to reconcile benefit payroll deductions with the Payroll Department for both the employee and employer.
  • Ensures District Benefits website/webpage stays current with information.
  • Maintains and tracks all employee leaves and balances. Coordinates with Payroll on the reporting of leaves to their department for payment and or deduction.
  • Generates reports and assembles information bi-annually for other past employment benefits (OPEB) liability, GASB 45.
  • Promotes a culture of employee-led wellness for the Belgrade School District including onsite wellness opportunities and education sessions.
  • Facilitates the development and implementation of the District Wellness Program.
  • Analyzes the District’s claims, loss, and accident history and identifies methods to improve employee wellness.
  • Works with the District’s benefit consultants to evaluate areas of improvement for the overall health and well-being of employees.
  • Chairs the District Safety and Wellness Committees.
  • Serves as Secretary to the District Insurance Committee and coordinates meetings.
  • Assists in conducting research, verifies and prepares periodic financial reports related to personnel and payroll
  • Responsible for initial profile setup of new employees in all software.
  • Maintains strict confidentiality regarding; employee information, medical claims, documents, organizational plans and legal actions.

QUALIFICATION REQUIREMENTS:

EDUCATION AND/OR EXPERIENCE:
Required:

  • One (2) to (3) years of experience in Human Resources principles and practices (benefits, recruitment, training and company policies).
  • One (1) to (2) years of experience in administrative work with an emphasis on customer service in a fast-paced office setting.

Education and /or Experience:

  • A minimum of a Bachelor’s degree in Business Administration, Employee Wellness, Insurance, Public School Business services or related field
  • Working knowledge of benefits plan, design and administration, especially as it relates to the School District, is preferred.
  • Experience with data research, collection and analysis techniques and the preparation of written and oral reports required. Career characterized by increased levels of responsibility.
  • Willingness to obtain certification in Human Resources such as SHRM-CP.

KNOWLEDGES, SKILLS AND ABILITY:

  • Knowledge of district school policies and procedures.
  • Knowledge of human resource operations, application procedures, state licensure requirements involved in the posting and application process for new positions.
  • Knowledge of case management tools, applications, documentation requirements and regulations.
  • Understanding of data privacy laws, statues and requirements.
  • Knowledge of the application and use of computers, business productivity software/applications such as Word, Excel, E-Mail programs and other office productivity software utilized by the department in the performance of the job.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral and diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Demonstrated ability for mature judgment and decision-making.
  • Ability to maintain confidentiality.
  • Ability to develop effective working relationships with staff and the school community. Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of employees.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to compute hourly, daily and contractual rates.
  • Effective customer service and organizational skills, as well as timely completion of assigned projects and activities.
