General Description

The primary function of the ICW Director is to provide Indian Child Welfare Liaison Services within the Absentee Shawnee Community as well as providing consultative services to Oklahoma State and County Agencies working with Absentee Shawnee children and families. ICW Director provides case management services to children and families of the Absentee Shawnee Tribal Community and represents the Tribe at community gatherings, local, county and state meetings where the Tribe has an interest. The ICW Director will assist Tribal members with gaining access to all necessary services both internal and external to the Tribe. This position requires excellent attendance, good communication skills as well as uncompromised attention to Client Confidentiality and detail. Must advocate for and facilitate the proper implementation of the ICW Act.
Strong Grant management, writing skills and knowledge is required. Oversees and manages ICW office.

Responsibilities

Ensures that client files are maintained on each child/family that has open cases.
Compiles and prepares monthly reports, statistics and other documents as required by the Federal Grants, Executive Committee, General Council, Tribal/State partners, etc. .
Ensures that accurate, timely and effective consultation and/or training are being provided for ICW families.
Attends meetings and court associated with client cases, ICW programs and or other meetings deemed appropriate for the success of the ICW Department.
Manages ICW staff, maintains staff schedules and on call schedule, provide staff training and oversees the daily activities of the ICW office.
The ICW Director is responsible for educating the tribal community on Indian Child Welfare Act quarterly.
Ensures ICW staff is maintaining client schedules.
Write and update policy and procedures for ICW.
The Program Director is responsible for developing and implementing program evaluation tools and reports that assess program outcomes.
Must be able to write and understand departmental grants; understand grant cycles and deadlines; and report to the State and Executive Oversight on the progress of the grants for the ICW department.
Maintains ICW Program budget, budget modifications and updates monthly ledger of expenditures.
Stays informed of all internal and external programs available for Tribal members that will promote self-sufficiency and reunification of family.
Strongly adheres to Tribal Confidentiality Policy.
Must be responsible and reliable.
Must possess a history of excellent work attendance.
Must have excellent written and communications skills and stay highly organized with paperwork and client files.
Ability to work cooperatively with internal and external agencies and bureaucratic procedures.
Must be able to work well with others and possess good communication skills with all Tribal Departments and the Tribal Governing Body.
Other duties as assigned.

Education Requirements and Qualifications

A Master’s Degree preferred with a minimum of a Bachelor’s Degree in Human Services and or a minimum 5 years work experience in ICW and working knowledge of tribal business, culture and traditions.
Possess a comprehensive understanding of the Federal Indian Child Welfare Act of 1978.
Must have knowledge of Federal Grants and Budget Administration
Preferred 3 or more years of experience in Tribal Government.
Must have excellent computer skills and have word, excel spreadsheet knowledge and know how to access and retrieve information from the internet.
Excellent organizational skills.
Must be able to create and maintain multiple budgets and budge modifications.
Must possess strong case management skills.
Must have extensive case management experience.
Must be capable and willing to be on call twenty-four (24) hours a day.
Must be familiar with Federal, State and Tribal regulations, guidelines, codes and directives as related to ICW.
Must have working knowledge of referral programs and services, child abuse, family development abuse prevention, family dysfunction and family intervention.
Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies.
Must be able to pass a drug test for pre-employment for the Tribe.
Must be able to pass a State Criminal background check.
Must possess a valid Oklahoma Driver’s License.
