Job description
This position is open only to:
- Current Montgomery County Government employees.
- Montgomery County employees who were affected by reduction-in-force and currently have RIF priority rights.
- Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP).
- Active Project SEARCH Interns or former Montgomery County Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship.
The Department of Finance is responsible for the financial administration of the County government, including accounting and payroll, debt and cash management, tax billing and revenue collection, economic and revenue forecasting, and risk management. The Department of Finance (FIN), Information Technology Division, seeks a highly skilled and experienced information technology professional with proven experience performing duties related to developing customized software applications, maintaining, supporting, and configuring Information Technology systems related to Property Tax Billing and Collections, payment systems, and other supporting programs within the Department.
This Information Technology Expert position will provide expert-level systems integration and subject matter expertise with the multitude of enterprise-class systems that are required to annually produce the 365,000+ real and personal property tax bills with a County population of over 1 million residents and collect almost 2 billion dollars in payments that will report to Information Technology Division Chief.
Responsibilities of this position include the system administration of the many complex systems that are a combination of Commercial off the Shelf products along with custom-built applications to address the unique needs of the County. These systems include the Tax Assessment System (TAS), ePILOT (Payment in lieu of Taxes), MUNIS, online billing and payment applications, lock boxes, Auto Agent, Interactive Voice Recognition telephony, property tax credit programs, and other software applications that support other programs within the Treasury Division. This position will also work closely with other divisions in the Finance department and will play a critical role in developing customized financial software applications that are unique to the County using a variety of different programming languages and tools.
This position also requires an expert understating of the integration of third-party systems that includes applications that are on-premises, in the Cloud, and or provided by a vendor through Software as a Service (SaaS) using a variety of integration tools such as Enterprise Service Bus (ESB), and Robotic Process Automation (RPA). In addition, an expert understanding of how credit card and ACH payments are processed and handled to include reconciliation using a variety of different sources is required.
Key responsibilities of this position include, but are not limited to the following:
- Develop custom applications using a variety of tools and programming languages to support property tax billing operations if needed when a Commercial Off the Shelf products or open-source products are not available that support the many different financial business processes in the department that includes Accounting, Treasury, and Risk Management operations.
- Develop and support custom credit card and ACH payment applications that are PCI compliant using a variety of different programming languages and tools.
- Develop tools and reports that can quickly and accurately reconcile hundreds of millions of dollars using a variety of data sources.
- Work with Treasury managers, Maryland State Department of Assessment and Taxation resources, municipalities, legal staff, banks, credit card processors, and other stakeholders to ensure State, County laws related to property taxes are implemented on various systems to ensure compliance with the law.
- Provide technical expertise and leadership on software upgrades/updates to any of the systems related to property tax billing and electronic payments.
- Implementing Robotic Process Automation using UiPath or Power Automate to automate certain business processes to further streamline business operations.
- Provide advanced IT support for end users of the Division.
- Developing complex reports from large datasets from various data sources using custom SQL queries.
- Closely work with other technical resources such as the Department of Technical Enterprise Business Solutions and software vendors for the implementation, testing, and configuration of systems that would be affected by business logic changes.
- Working closely with business owners and major stakeholders to provide technical expertise in the implementation of business logic related to real and property taxes and credits including software development and testing.
- Developing Enterprise Service Bus interfaces when required to include conducting testing to ensure that the expected results are archived.

Minimum QualificationsExperience : Six (6) years of professional experience in the information technology field with operational and functional experience in complex enterprise-sized financial management systems including developing highly customized software applications.
Education : Master's degree in computer science or a related field from an accredited college or university.
Equivalency : An equivalent combination of education and experience may be substituted.
Preferred CriteriaAll applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview. Preference for interviews will be given to applicants with experience in the following:
- Extensive database administration experience along with developing custom reports with large datasets using SQL and stored procedures from multiple data sources.
- Experience with business process automation using Microsoft Power Automate or UiPath.
- System-to-system integration using Enterprise Service Bus or other integration tool related to property tax billing and credit card payment and ACH payment activities.
- Analysis and resolution of technical issues in the Tyler Technologies MUNIS platform or other large-scale property tax billing systems.
- Extensive experience and knowledge of the Windows Server operating system environment, virtual machines, and Software as a Service platform.
- Extensive software development experience with creating credit card and ACH payment applications leveraging .NET, Java, Single Sign On technologies, encryption, and Microsoft/Oracle SQL databases.
- Developing custom financial software applications/workflows to meet the unique needs of the department and County that no other commercial vendor provides.
- Administration and maintenance of large-scale applications supporting a business unit.
- Experience developing methodologies by leveraging technology with the reconciliation of various tender payments with data from multiple unstructured data sources.
