Duties
The incumbent provides leadership to the natural resource programs of the Alaska Region of the NPS, encompassing 16 parks units and 54 million acres and is responsible for natural resource management on the parks & preserves based on priorities of the NPS, the Regional Director and the Department of Interior. Key responsibilities include:
- A thorough understanding of natural resource management principles, policies, laws and regulations; as well as the practical application of scientific methods related to a broad array of natural resources, including physical and biological resources.
- The ability to facilitate a team environment; strategic thinking; the establishment of goals and objectives; development of feedback mechanisms; and the development of a work environment that encourages creativity and flexibility.
- The ability to interact, motivate and communicate at all levels, including conflict resolution, negotiation skills, public speaking, written proposals, and the development and maintenance of partnerships.
- Ensures that the NPS in Alaska is a recognized leader in climate change and ecosystem adaptation.
- Validates and incorporates scientific information in highly complex management decisions with far reaching implications.
- Implements natural resource methodology and tools that instruct people and organizations about the natural resources of the Park System.
- Carries out actions that support the objectives and priorities of the Department and the NPS; engages in climate change and arctic-related issues; is versed in topics to the Alaska National Interest Lands Conservation Act (ANILCA) of 1980; and engages with key public and private partners.
- Maintains positive working relationships with staff members in agencies and organizations interested in and affected by decisions of the Regional Directorate, including high level officials in other Federal agencies, Tribal representatives, State agency officials, borough officials, non-governmental organizations, fishing and hunting associations, the media, and members of the public.

- You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.

Qualifications
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
Applicants must meet at least one of the basic requirements plus the specialized experience requirements below:
BASIC REQUIREMENT :
This is an interdisciplinary position which may be filled in any of the following occupational series: Biologist - 0401 or Physical Scientist - 1301. To qualify for one of these job series, you must meet one of the basic qualification requirements below by close of the announcement:
Basic Requirements for Biologist, GS-0401:
- Have successfully completed a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include academic transcripts with your application package.
- Or, have a combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. You must include academic transcripts with your application package and hours worked per week in your resume.
Basic Requirements for Physical Scientist, GS-1301:
- Have successfully completed a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. You must include academic transcripts with your application package.
- Or, have a combination of education and experience-education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. You must include academic transcripts with your application package and hours worked per week in your resume.
To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: identifying and resolving natural resource management problems; providing technical advice relating to natural resource management principles, policies, laws and regulations; a broad spectrum of natural resource issues; preparing reports and making presentations on findings and recommendations concerning natural resource issues; analyzing and evaluating diverse environmental conditions. You must include hours per week worked in your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for the specialized experience requirement at the grade level of this announcement.
Additional information
A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting are, duty stationed in Anchorage and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS and duty stationed in Anchorage. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.Physical Demands: The position entails office work that is often sedentary for long hours and can be stressful in that the incumbent is often faced with short deadlines, conflicting priorities, and the requirement to resolve conflicting viewpoints. The work entails frequent travel, including field visits requiring travel by small plane, helicopter, boat, rugged terrain hiking, etc.
Working Conditions: Work is most often performed in an office setting, but intermittent, frequent field trips can entail a wide variety of geographical settings and exposure to natural elements and adverse weather conditions.
The National Park Service has determined that the duties of this position are suitable for telework if duty stationed in Anchorage and the selectee may be allowed to telework with supervisor approval.
