Position Overview

Specialized management level position in the job and family services occupation, report to the Assistant Director, Deputy Assistant Director, and/or Social Program Manager of Job and Family Services requiring considerable knowledge of job and family services; under general direction, plans, organizes and coordinates assigned functions and supervises two (2) or more job and family services supervisors and other assigned staff engaged in providing assistance to those eligible for entitlement programs, , employment programs, related services including investigation of eligibility of participants; as well as initiating plans to improve program results, units/teams restructuring and customer service.

Summary of Job Duties

Assists higher level administrators and managers in developing and implementing programs and processes initiated by the Ohio Department of Job and Family Services and the Ohio Department of Medicaid. Makes recommendations relative to programs, implements changes and provides follow-up on same. Assigns and monitors workload. Prepares and reviews weekly, monthly, and quarterly reports, reviews performance metrics and analyzes unit reports, recommends improvement strategies based on data. Documents, reviews, and maintains workload activity. Makes recommendations relative to provider contracts, reviews contracts, initiates changes and monitors compliance. Makes recommendation for FAD Succession Planning. Recommends appropriate disciplinary actions. Coordinates services within and outside the department. Provides investigative services.

Directs activities of the functions supervised and supervises lower-level supervisors, professional, para-professional and support personnel. Interprets and implements policies as they relate to operations. Monitoring and managing department budgets. Responsible for orientating and training new leaders assigned to the team. Facilitates and conducts training and development sessions for supervisors and front-line employees. Conducts team meetings, facilities FAD agency partner collaboration meetings, ensures continuity of programs, policies, procedures, and techniques.

Maintains knowledge of programs and available services. Performs administrative managerial tasks.
Responds to telephone and written inquiries; assists supervisors in peak periods; maintains orderly workflow, reassigns supervisors and workers as needed. Maintains records; handles complaints and disturbances. Attends meetings conferences, workshops, training programs and state or local hearings. Assists other teams in absence of a manager.

Minimum Qualifications and Requirements

Bachelor’s Degree in business, criminal justice, social work, sociology, political science, psychology or related discipline and four (4) years of experience supervising the administering of public assistance programs or experience directing the work of others, supervisor training and/or leading agency/division projects. , OR Master’s Degree in business, criminal justice, social work, sociology, political science, psychology or related discipline AND two (2) years of experience administering public assistance programs or experience directing the work of others, supervisor training and/or leading agency/division projects; OR alternative, equivalent evidence of the minimum class requirements.

Part-time Employees (Non-Benefits Eligible) (20 hours or less per week): Benefits include Long Term Sick Leave Accrual, Paid Personal Leave, and holiday pay for hours scheduled to work on holidays.

Seasonal Employees: Benefits include Sick Leave accrued at 4.6 hours for every eighty 80 hours in active
pay status. Seasonal employees scheduled to work 40 hours during their period of employment will accrue vacation in the same manner as regular full-time employees and can use their vacation after completion of twenty-six (26) bi-weekly pay periods in active pay status. Part-time Seasonal employees (scheduled to work less than 40 hours) do not accrue vacation.

Intermittent and Temporary Employees: Long-Term Sick Leave accrual is based on hours worked.
