Responsibilities:
The Knowledge Manager provides mid-level knowledge management support to enable the identification, assessment, and disruption of threats to cleared industry, cleared personnel, DOD, and DCSA; facilitate USG responses to adversary action and insider threats by sharing threat indicators and enabling responsive measures from other agencies and services; develop cyber capabilities and processes that illuminate threats, enhance awareness, and enable customer response; and develop and operationalize an enterprise security risk management methodology across Government and industry stakeholders. Daily duties include but are not limited to the following:
- Conduct full-spectrum SharePoint support.
- Oversees activity pertaining to the maintenance of SharePoint for DCSA CI on unclassified and classified networks.
- Customizes SharePoint sites for effective collaboration and content sharing including the creation of custom workflows.
- Consults with management to devise the most useful ways to apply SharePoint to customer goals.
- Troubleshoot problems as they arise with user applications, operating systems, and hardware.
- Conduct site administration functions on the Command’s SharePoint environments to include but not limited to user access, site pages development and design, deploying new features, performing or verifying data back-ups, and troubleshooting user issues.
- Plan, design, document, and implement a SharePoint environment that automates current business processes.
- Identify current organizational business processes and requirements of each department.
- Map current and new organizational business processes in alignment with the department requirements
- Develop/create workflows that automate business processes.
- Provide SharePoint integration or interoperability to comply with DoDI 5015.02, DoD Records Management Program.
- Conduct technical reviews of the SharePoint environment and develop appropriate materials, such as PowerPoint briefings or hands-on labs, to train end users and department heads/executive leadership.
- Provide in-person, classroom/instructor led training to Government designated personnel to explain software features, functions, and common tasks associated with SharePoint services and capabilities
- Provides technical support for SharePoint users. Holds training and informational sessions to teach coworkers how to use SharePoint and any custom applications or workflows
- Analyze, recommend, develop, and implement new workflows and business processes.
- Capture DCSA CI institutional knowledge and implement business process continuity standards.
- Map current and new organizational business processes in alignment with the department requirements
- Assist in aligning processes and technology to enable information sharing by analysts and organizations for analytic production.
- Use centralized and peripheral databases, content management, records management systems and shapes workflow and processes.
- Identify current organizational business processes and requirements of each department
- Aid in Directorate metrics development and reporting.
- Assist with KPI development and compilation reports on performance and usage metrics and future requirements for existing knowledge management capabilities including, but not limited to, search, discovery, storage and retrieval of data and formal production and tasking.
- Coordinate, collaborate, and engage with customers and stakeholders.
- Disseminate intelligence products across separate networks and portals
- Communicate with stakeholders and conduct research to develop an understanding of relevant programs and requirements.
- Assist in collaboration efforts across DCSA.
- Assist in content management efforts.
- Assist in content management efforts including content availability and content curation to ensure ease of discovery of existing content and information.
Requirements:
- Mid level positions require 8 + years of experience and a Bachelor's degree
- 8 + years’ experience with doctrinal intelligence support leveraging intelligence community architectures.
- 8+ years’ experience in Intelligence Community analysis and production, collection, and warning requirements management.
- Skilled in data visualization and use of graphical applications, including Microsoft Office (Power BI) and Tableau
- Familiarity with functional webpages such as A-Space, R-Space, Q-Space, SharePoint.
- Ability to communicate and perform in a high OPTEMPO environment with quick turn deliverables requirements.
- Experience providing information briefings to senior military (GO/FO) and civilian personnel
General familiarity with current IC governing directives, including ICD 203, 206, and 208, as well as AIS.
