CODE ENFORCEMENT OFFICER - SHORT TERM RENTALS
This is a full-time position with an adjusted schedule that requires availability Sunday through Wednesday - 10 hour shifts. This position receives all benefits afforded to regular employees.
Summary: The purpose of this classification is to enforce county codes/ordinances or other laws pertaining to operations of an assigned department. This position will focus primarily on Short Term Rentals.
Essential Job Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Interprets and enforces the provisions of county codes/ordinances or other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches code-related issues in code books, tax maps, zoning maps, or other records as needed; initiates any actions necessary to correct deviations or violations.
Provides information and technical assistance concerning laws/ordinances, code/ordinance interpretation, compliance, permitted uses, and related issues; discusses violations and problem areas with property owners, business owners, builders, contractors, architects, engineers, attorneys, or other individuals; recommends solutions to problems; responds to questions or complaints concerning violations.
Patrols county areas and inspects various sites to determine compliance with codes/ordinances relating to environmental protection, land disturbance, zoning, signage, subdivisions, soil erosion, storm water discharge, scrap tires, solid waste disposal, littering, illegal dumping, illegal storage, nuisance violations, business licensing, occupational tax, or other code enforcement issues; responds to complaints of potential code violations; inspects construction sites; searches trash/garbage containers; conducts field surveys of properties; visits businesses and job sites and verifies correct business classification.
Investigates offenses; collects information and gathers evidence; interviews witnesses, complainants, offenders, or other individuals regarding complaints or violations; makes photographic or video records of inspection sites.
Identifies and documents code violations, deficiencies, improper uses, or other areas of non-compliance; attempts to secure compliance without legal action; posts notices on buildings/properties as needed; removes illegally placed signs; performs follow-up site visits to determine whether properties have come into compliance.
Issues and enforces warnings, non-compliance notices, violation notices, or citations as appropriate; determines whether a crime exists, nature of offense, and specific charges to offenders.
Prepares and maintains accurate records of code enforcement activities; writes narrative reports and court briefs; monitors status of cases.
Conducts research as needed; researches tax maps to determine correct ownership; researches laws/ordinances pertaining to prosecution of violators.
Composes and posts notices of public hearings.
Assists with collection of alcohol excise taxes and hotel/motel taxes from delinquent accounts; assists with mail-outs of alcoholic beverage renewal licenses and occupational tax renewal certificates.
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, processing incoming/outgoing mail, transporting bank transactions or documentation, or running errands.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Qualifications: High school diploma or GED; supplemented by one (1) year previous experience and/or training involving code enforcement or law enforcement; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid driver’s license.
