This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.


SUMMARY OF DUTIES:

Amtrak’s Penn Station – New York (PSNY) is the busiest transportation facility in the Western Hemisphere, serving over 600,000 passengers per day. PSNY consists of 21 tracks, fed by (7) tunnels and connects to (2) subway stations. The complex was expanded to include the Moynihan Train Hall in 2021. Amtrak’s PSNY Renewal Program intends to build upon the success of Moynihan through a full renovation of the existing PSNY ($6.5B Reconstruction) as well as increasing the capacity of PSNY by adding between 9 and 12 tracks ($10.5B Expansion) via the Gateway Program. All told, the Renewal Program will completely redefine one of America’s major transportation hubs and a New York City landmark. The Capital Construction – PSNY Department is responsible to execute this Renewal Program through design and construction, as well as support all other ancillary construction projects in and around PSNY, either Amtrak Capital or Third Party.


Under the direction of the Project Director, Penn Station New York, the successful candidate will perform specialized duties associated with processing and maintaining vital records and documents. This position serves as:

  • Subject matter expert (SME) for the Stations NY team in the creation, revision, retention, and disposition of documentation and records
  • Point of contact for all documentation management repositories
  • In addition, the Lead Document Control Specialist is also responsible for the following:
  • Working independently and collaboratively with additional stakeholders, subject matter experts, content owners, Quality Management Team, and the Safety Department to ensure accurate information is processed properly and provided in a timely manner
  • Providing service and user support, troubleshooting and addressing document control system user concerns, providing productivity reports, and managing the day-to-day processing of project-related documentation and records
  • Supporting the continued development and refinement of the team’s document management and lifecycle processes
  • Ensuring all technical writers and contributors are trained properly and aware of their documentation preservation responsibilities


ESSENTIAL FUNCTIONS:

  • The Lead Document Control Specialist is the Document Control Representative (DCR) for the CAPD Stations NY team and is responsible for the following:
  • Ensuring all documents are managed in accordance with all corporate and departmental document control and record retention policies
  • Track, monitor, process, image and/or archive vital submittals that are received from third parties, including, but not limited to, design submittals, agreements and permits, responses received from internal reviewers and responses to third parties.
  • Document research, follow-up with internal reviewers and/or third parties and electronic and/or hard copy filing.
  • Provide expertise in monitoring and tracking submittals, entering information, preparing weekly, monthly, quarterly and ad hoc reports, and providing support to project managers and Capital Construction management. The position will be required to perform the duties at a technical and program level.
  • Processing and supporting documentation and records throughout their lifecycle
  • Providing subject matter expertise, technical training, and operational support to ensure that documents adhere to and are maintained in accordance with the department’s established standards and practices
  • Overseeing compliance and developing training activities to address deficiencies
  • Maintaining and enforcing strict revision control standards on all project documentation, as well as maintaining all associated correspondence
  • Utilize a document control system to manage documentation according to Document Management policies
  • Conduct research as required and assist in the preparation of presentations
  • Learn and understand new tasks (both complex and routine) in a fast-paced environment with frequently changing priorities
  • Retrieval of active and archive project documentation and records


MINIMUM QUALIFICATIONS:

  • Extremely detail oriented individual that possesses comprehensive knowledge of document management processes
  • Self-starter with project management skills, constructive problem-solving skills, organizational skills, and ability to work independent


PREFERRED QUALIFICATIONS:

  • Bachelor’s degree in related field or the equivalent combination of relevant education, training, and experience
  • 6-8+ years of relevant experience preferred


COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.


The salary range for the Sr Document Control Specialist is $69,580 - $91,180 and the salary range for the Lead Document Control Specialist is $91,160 - $118,150. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
