Materials Regulation Specialist, OCWR

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an open eligible list to fill current and future Material Regulation Specialist positions with OC Waste & Recycling.

OC WASTE & RECYCLING

OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills, four household hazardous waste collection centers, monitors twenty closed landfills, and administers municipal solid waste collection, recycling and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills. The Department is committed to its exceptional record of regulatory compliance and excellence.


THE OPPORTUNITY

The Materials Regulation Specialist (MRS) acts as a liaison to the public, County agencies/departments, governmental agencies and private contractors regarding hazardous and/or toxic materials. The MRS is responsible for:

  • Providing technical guidance and support to the public, businesses, and Household Hazardous Waste Collection Centers (HHWCC) staff in determining if proposed waste material is acceptable for landfill disposal;
  • Research and review of technical data to inform customers of proper disposal;
  • Overseeing Household Hazardous Waste Service Contracts and working with outside contractors;
  • Assisting with contract management of the Household Hazardous Waste Program;
  • Performing quality control and assurance at HHWCCs;
  • Verifying that documentation and operational procedures at HHWCCs are in compliance with local, State, and Federal regulations;
  • Providing direction and assistance to the County's HHWCCs with respect to ongoing operational and facility improvements;
  • Participating in County sponsored events;
  • Ensuring compliance with changing regulations to ensure operational efficiency;
  • Other duties as assigned

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

In addition to the minimum qualifications, the ideal candidate will demonstrate and possess strong job and technical knowledge along with experience in the following competencies:

Technical Knowledge/Skills
  • Handling of hazardous waste materials based on review of analysis and understanding the chemical rating in test results
  • Legal requirements pertaining to proper labeling, shipping, and handling of hazardous materials as well as interpreting Safety Data Sheet (SDS)
  • Maintaining compliance requirements with Department of Transportation, Air Quality Management Department (AQMD), Occupational Safety & Health Administration (OSHA) Hazard Communication, Department of Toxic Substance Control (DTSC), Certified Unified Program Agency (CUPA), and Proposition 65
  • Working with soil health, management, and technical issues


Relationship Building
  • Interacting with the community and representing OCWR on a variety of household hazardous waste and special waste issues
  • Excellent oral and written communication skills to effectively communicate to internal and external customers
  • Working effectively as part of a team to resolve issues


Analytical Skills
  • Reviewing analytical data and SDS, comparing information with hazardous waste regulations and landfill acceptance criteria, and making informed decisions as they relate to soil, treated wood and other materials
  • Considerable skills in conducting data searches and evaluating large amounts of information, performing statistical analysis of the data, and preparing concise and accurate reports
  • Presenting Data to Management, county employees and the general public
  • Assist in training county staff with hazardous waste disposal
  • Knowledge about the purchasing process and contract negotiations
  • Knowledge and experience assisting with Request for Proposal processes (RFP)

LICENSES

Possession of a valid California driver license class C or higher by date of appointment is required for this assignment.

RECRUITMENT PROCESS

Structured Oral Interview (SOI)
| (Weighted 100%):
Applicants will be invited to a Structured Oral Interview. Applicants will be interviewed and rated on their oral interview responses by a panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job, as well as communication skills. Only the most successful candidates will be placed on the eligible list.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.
