The State of New Hampshire, Department of Health and Human Services, Division of Medicaid Services has a part time vacancy for Information Technology Manager IV.

SUMMARY:

Supports the management, enhancement, and operations of the Department’s Medicaid Management Information System (MMIS), with a focus on procurement of MMIS related services and the management and development of contracts and related documents. Manages daily systems operations, including coordination of related technical resources and related oversight.

RESPONSIBILITIES:

Supports the overall management of the MMIS, analyzes system performance problems to determine the best solutions, and takes steps to implement these solutions including the management of the MMIS fiscal agent.

Manages and drafts MMIS-related Advance Planning Documents, Requests for Proposal and vendor contracts. Formulates information technology program scope, plan, and objectives; recommends assignments to agency administrators and assigns team member tasks as necessary.

Manages MMIS-related Department initiatives including testing, implementation and enhancements to the MMIS. Analyzes system performance problems to determine the best solution and takes steps to implement these solutions.

Collaborates with the Director of Information Services and with the MMIS Director on the maintenance and operations of the MMIS; researches, recommends and implements acquisition of all necessary resources, including hardware, software and systems design as necessary.

Establishes and manages MMIS operating policies, procedures, standards and metrics. Supports assigned teams and/or staff to ensure utilization of approved development tools and adherence to design standards.

Coordinates collaboration and communication within the Department and between the Department and other State agencies and external partners with the coordination of technical resources.

Provides input to administration concerning any resources or budget needs in support of the MMIS system.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Nine years of experience in information technology or data management, four years of which shall have been in a management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

LICENSE/CERTIFICATION : Valid driver’s license and/or access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS :

Must have strong organizational skills with attention to detail and ability to multi-task. Must have exemplary interpersonal, listening, and problem solving skills. Must have excellent written and oral communication skills and strong analytical skills. Must be able to respond and follow-through on assigned tasks in a timely and professional manner. Must have knowledge of system development methodologies and project management best practices. Must be familiar with MS Word, Excel and PowerPoint. Must have technical writing skills.
