Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County’s 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations including those released from correctional and institutional settings to supportive housing.

DEFINITION:
Coordinates the planning and implementation of mental health services and/or mental health legal requirements with public, private and community agencies, investigates the possibility of establishing independent programs in individual agencies, monitors contract arrangements with established contract agencies, monitors mental health providers for compliance with applicable statutory and regulatory provisions, and works with consumers of mental health services in resolving treatment-related problems.

Essential Job Functions

Prepares demographic survey and collects required informational data and makes recommendations based on survey findings to the Department and contracting agencies.

Investigates and resolves complaints from patients and public related to mental health.

Reviews new and proposed legislation for impact on the mental health system.

Assists in the development of special services for specific groups such as children.

Assists in the development of programs necessary to Implement State laws in the field of mental health.

Prepares survey of existing services and facilities to determine the need for new mental health programs.

Ensures that mental health laws are followed in psychiatric treatment facilities.

Advocates for the needs and rights of mental health consumers.

Serves as liaison between the Department of Mental Health and public and private agencies, and reviews mental health services offered under ongoing contracts.

Participate in huddle meetings and assist in creating a curriculum.

Advises and consults with public and private groups in establishing mental health services.


Requirements
SELECTION REQUIREMENTS:
Option I: A Master's degree from an accredited college with specialization in clinical psychology, public health, nursing, rehabilitation, social work, education, behavioral sciences, public administration, or urban planning, followed by three (3) years of experience in community mental health work or delivery of mental health services in an inpatient psychiatric setting.

Option II: A Bachelor's degree from an accredited college with specialization in clinical psychology, public health, nursing, rehabilitation, social work, education, behavioral sciences, public administration, or urban planning, followed by five (5) years of experience in community mental health work or delivery of mental health services in an inpatient psychiatric setting.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light : This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

DESIRABLE QUALIFICATIONS
Additional credit will be awarded to applicants who possess experience beyond the Selection Requirements.

EXAMINATION CONTENT:
This examination will consist of an evaluation of education, experience and desirable qualifications based upon application information, weighted 100%.

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THIS EXAMINATION IN ORDER TO BE ADDED TO THE ELIGIBLE REGISTER.

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

The resulting eligible register from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.
