Context:

IOM opened an office in Ireland in 2001. Ireland became a full member government of IOM in 2002. IOM Ireland provides Assisted Voluntary Return and Reintegration Programmes (AVRR) that are open to migrants (asylum seekers and irregular migrants) from non-EEA countries, who wish to return home voluntarily but do not have the means, including the necessary documentation, to do so. Programme activities additionally include the following areas of migration management: Resettlement, Family Reunification and Counter-Trafficking.

The proposed project is designed to support the International Protection Accommodation Services (IPAS), of the Department of Children, Integration, Equality, Disability and Youth, to provide international protection applicants residing in Citywest and potentially other Centres in the Dublin area, with Community-Based Mental Health and Psychosocial Support (CB MHPSS)[1] through Psychosocial Mobile Teams, with the aim of improving psychosocial well-being from a bio-psychological, socio-relational and cultural perspective and strengthening the overall resilience of beneficiaries, who have recently applied for International Protection (IP) in Ireland

Under the direct supervision of the Chief of Mission, the incumbent will be accountable and responsible for the coordination of this project in maintaining close collaboration with project donor other partner and different stakeholders. The position will oversee the coordination of all project activities from development, roll-out and regular operational aspects of the project.

Core Functions / Responsibilities:

  • Manage the operational and administrative day to day operations of the project ensuring that planned activities are implemented in line with approved project documents and IOM’s Project Handbook.
  • Supervise the project staff through the collaboration of the site coordinator and all the partner agencies involved in the project delivery.
  • Maintain oversight of all the planned activities, ensuring that they are all timely delivered and in a professional manner.
  • Provide financial, administrative and technical backstopping to projects, and serve as a liaison with headquarters units and project partners.
  • Ensure compliance of operations within IOM rules, regulations and policies.
  • Ensure the continuous review of project implementation strategies and provide guidance and suggest corrective measures and action to be taken as necessary.
  • Ensure the achievement of maximum efficiency in project delivery, as well as measure and share results with senior staff and project partners.
  • Assist CoM in maintaining close working relationships with the relevant government authorities and other relevant stakeholders to assure compliance with the planned activities and forecasted results as formulated in the approved project documents.
  • Coordinate with the Information Management Officer in the monitoring and analysis of the operating environment, quick re-adjustment of the operations as necessary and advise on legal considerations and risk assessment.
  • Organise and participate in regular meetings with stakeholders to coordinate emergency response activities across Ireland.
  • Prepare reports, briefings, donor reports, background information, regular updates, project summaries and statistical analysis as necessary and required.
  • Undertake duty travel in relation to project implementation in liaison with counterparts.
  • Maintain and ensure confidentiality of all project related matters in accordance with guidelines and instructions.
  • Take active steps to mitigate fraud and malfeasance, and to monitor the integrity of records containing individual data.
  • Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Business Administration, Social Science or a related field from an accredited academic institution with four years of relevant professional experience; or
  • University degree in the above fields with six years of relevant professional experience

Experience

  • Proven managerial experience in a similar setting & capacity; supervisory experience; Demonstrated ability to maintain accuracy & confidentiality in performing responsibilities.
  • Relevant experience in emergency response, MHPSS projects or similar would be an advantage.
  • Experience in liaison with national governmental authorities and partnership with NGOs.
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint and Publisher.
  • Previous work experience in international organizations would be an advantage.
  • Strong interpersonal & intercultural skills with an attention to detail.

Skills

  • In depth knowledge of the broad range of immigration policies and regulations; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial, administrative and human resources rules and regulations.

Languages

  • Fluency in English is required
  • Any other IOM official language is advantage
