- Develops a dynamic operating plan that can be tactical and long-term to include circuity, crew starts, handlings, and units of work to optimize network performance, including terminal operations for a specific region. The training plan produced will meet the department's goals and have a significant impact on the network as a whole.
- Defends train plan changes and provides financial justification.
- Resolves all low-medium escalations from Commercial Planning and Operations Planning.
- Leads planning discussions/projects for the respective area on the network and serves as the expert on traffic flow, compliance, and modeling systems.
Principal Duties:
- Consistently communicates with Operations Planning and Commercial Planning on a strategic level to ensure daily operations and customer commitments are met.
- Compiles and analyzes weekly and monthly metrics on assigned regions and proactively seeks ways to improve the operating plan.
- Consults on Ops Planning designs of contingency plans as required during service recovery operations.
- Analyzes train capacity utilization and corridor service performance measurements.
- Provides reports from the train plan/OPD to Ops Planning and Commercial Planning to promote an understanding of performance levels and deficiencies.
- Creates drafts and has authority to initiate intricate train plan bulletins.
- Works in tandem with BP&S to improve models and log business knowledge.
Technical Skills:
- Broad understanding of modeling tools such as OPD, OTM, OBM, LARS-Fleetsizing, Crew Simulation, and Local Service Planner.
- General understanding of the designated operating region down to the local level includes clean sheeting directives, crew starts, re-fueling locations, and capacity constraints.
