What You Will Do

The Nuclear Engineering and Nonproliferation (NEN) Division leads the LANL Global Security mission in: detecting and preventing the development or use of nuclear weapons and improvised nuclear devices; reducing and limiting nuclear arms and the spread of nuclear and radioactive materials, technology; advanced nuclear reactor design and modeling; and expertise, providing the capability and conducting critical, subcritical, and fundamental physics measurements to develop and maintain the Nation's Nuclear Safety and Security Expertise, and Conducting research and development that supports the nation's nuclear and energy security.

Reporting to the Associate Laboratory Director for Global Security (ALDGS), the Nuclear Engineering and Nonproliferation (NEN) Division Leader is responsible for high-level technical leadership and operational excellence in support of the Laboratory's nuclear engineering capability as applied to our set of national security missions to prevent the spread of materials, technology and expertise relating to weapons of mass destruction (WMD). NEN, which consists of approximately 200 staff members executing a programmatic budget of about $200M, develops technologies to detect and deter the proliferation of nuclear and radiological weapons, conducts research and development in support of diagnosing and responding to WMDs, and conducts research and development that supports the Nation's energy security and nuclear criticality safety. Core capabilities within NEN division include nuclear engineering, radiation detection instruments and systems, nonproliferation science, international safeguards, strategic trade controls, international field deployments, radiological threat reduction, and nuclear emergency response.

Duties of the NEN Division Leader include but are not limited to the following:
  • Formulating the strategic direction, priorities and objectives that are consistent with broad mission needs and high-level program goals.
  • Providing executive leadership to initiatives that broaden the capacity and capability to meet the Nation's needs in nuclear criticality experiments and reinvigorate our nuclear reactor design capabilities.
  • Working closely as part of the ALDGS management team to define and achieve common goals related to the elimination of global threats.
  • Establishing and maintaining long-term "trusted advisor" relationships with customers in partnership with LANL program offices.
  • Stewarding enduring capabilities that enable successful mission execution, including science and engineering capabilities, such as nuclear engineering.
  • Fostering a mutually respectful workplace and an intellectual environment that promotes scientific excellence and attracts and retains the highest caliber scientists and engineers.
  • Ensuring all applicable safety, security, and administrative policies and procedures are effectively implemented.

What You Need

Minimum Job Requirements:
  • Demonstrated expertise and record of accomplishment in one or more of the research areas relevant to NEN Division and the ability to guide the development of programs in associated technical areas.
  • Effective and successful leadership experience managing a scientific or technical group, team, or project setting involving the execution of complex national security related programs.
  • Successful experience in workforce development recruiting, mentoring, supervising, and facilitating the technical work of scientific researchers at all levels including example of fostering diversity and an inclusive work environment.
  • Experience in managing moderate hazard laboratory and experimental facilities with hazards including high voltage, radiation, and/or hazardous materials.
  • Demonstrated ability to effectively implement disciplined operations that execute work with nuclear materials in a dynamic policy and experimental environment.
  • Effective communication skills, which includes for example, an ability to engage in technical conversations across disciplines, an ability to discuss program strategies with current and potential sponsors, an ability to delegate tasks to staff and administrators, and an ability to interact with all levels of Laboratory management.
  • Experience building multi-disciplinary, cross-organizational teams and developing external collaborations to address complex technical problems.
  • Proven experience in workforce planning that has included attracting, evaluating, mentoring, developing, motivating, and retaining talented people and outstanding research staff.
  • Experience managing personnel, including conflict resolution, and experience building consensus across diverse, multidisciplinary groups of people.
  • Record of commitment to sound business and operational practices.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Ph.D. in Physics, Engineering, Chemistry, Materials Science, or closely related fields is preferred.

Desired Qualifications:
  • Successful experience proposing, developing, and sustaining research and development programs.
  • Demonstrated experience managing programmatic work in nuclear and radiological facilities with complex safety and security requirements, including nuclear criticality safety, management of MAR, and variable security levels.
  • Experience building strategic initiatives and programs in one of NEN's core capability areas.
  • Working knowledge of NNSA nonproliferation, nuclear emergency response, and global threat reduction programs.
  • Successful experience in enhancing the safety culture of a technical organization.
  • Experience in an external assignment, such as Change of Station (COS) or Intergovernmental Personnel Act (IPA) experience with a federal government organization or an assignment with the International Atomic Energy Agency (IAEA).
  • Formal leadership or management training and/or education.
  • Advanced degree in a relevant field of engineering or science, such as nuclear engineering or physics, and at least 15 years of related experience
  • Active Q Clearance and the ability to obtain an SCI and HRP certification.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. The annual distribution is prorated based on the number of months in the eligible position.
