Arundel Lodge is a private, not-for-profit community mental health center based in Edgewater, Maryland serving Anne Arundel County and the surrounding region ( www.arundellodge.org ). Funded by Medicaid, Medicare, private insurance, state and federal grants, local government resources and philanthropic giving, ALI has annual gross revenues of $12M+. The organization serves 4000+ clients each year and employs over 150+ full and part-time clinical and administrative staff dedicated to providing a comprehensive continuum of behavioral health services.
The Chief of Clinical Operations is a member of ALI’s Upper Management Team and in alignment with the Agency’s mission, vision, and values, will supervise the Directors of the Outpatient Mental Health Clinic, Community Rehabilitation, Residential Rehabilitation, and Medical Services. The CCO will act as ALI”s clinical leader and will provide consultation and support to all programs to ensure development, implementation and monitoring of programs and practice standards. The CCO will champion use of mental health recovery practices to ensure all ALI persons served are provided high quality, respectful, person centered care with the goal of achieving the highest possible outcomes for ALI and those served.
Primary Responsibilities:
- Oversees the operations of existing programs and services.
- Assists with development of operational priorities, standards of practice, policies, procedures and protocols and actively participates in Compliance and Quality Improvement processes.
- Supports the day to day work of the Agency, including supervision of and frequent consultation with ALI directors, managers, and rehabilitation staff. To ensure service delivery, quality improvement, outreach, recruitment and development of staff.
- Directs managers and clinicians to accomplish ALI goals including productivity and adherence to standards of practice.
- Works with program managers regarding budget planning and expectations.
- Ensures staff is compliant with ALI’s Policies and Procedures.
- Convenes and facilitates regular Department meetings.
- Promotes maximum use of internal ALI services and community resources.
- Participates actively with ED and administrative staff in strategic planning as well as business/program planning and development.
- Carries out managerial responsibilities in accordance with ALI”s policies:
- Interviews, hires, orients and trains employees
- Plans, assigns, and directs work
- Appraises performance, rewards and disciplines employees
- Addresses employee complaints and resolves problems
- Consults with Executive Director and Human Resources on personnel issues and implementation of staff development programs.
Qualifications: Masters Degree in a related field of study such as Social Work, Public Administration, Mental Health Administration, Nursing, Clinical Psychology. A minimum of 7 years progressively responsible clinical experience in mental health care is necessary. In addition, 5 years management experience, and proficient knowledge of Mental Hygiene COMAR regulations is required. Comprehensive knowledge of federal, state and local standards and codes; requirements of regulatory and accreditation agencies; budget development, control and direction is needed.
- High level of proficiency in directing, monitoring, evaluating, and motivating the performance of professional management/supervisory staff.
- High level of proficiency and demonstrated effectiveness in problem solving and implementing new programs related to increased departmental and organizational operating efficiency.
- Highly effective oral and written communication skills are required to work with hospital administrators and clinical staff and in negotiating funding.
- Demonstrated history of continuing professional and management growth at progressively more responsible levels.
- Knowledge of the Public Mental Health System.
- Strong oral and written communication, team/consensus building skills, staff management and supervision skills, customer service, and time management.
- Demonstrated leadership and business acumen, recognized professional stature, planning skills, ability to prioritize activities and delegate assignments, decision making ability, and ability to work under pressure.
