Definition

The City of Martinez Community Development Department is seeking a Planning Technician to join its Planning Division.

The Planning Division facilitates new development consistent with the City's General Plan, Zoning Ordinance, the California Environmental Quality Act (CEQA) and other State, Federal and local regulations. It also undertakes a variety of policy initiatives to enhance the community’s quality of life as directed by the City Council and Planning Commission. The ideal candidate will share the Planning Division’s values which include economic development through placemaking, housing for all stages and ages, as well as diversity and inclusiveness in the planning process.

Incumbent in this position will work under supervision of the planning staff, performing a variety of technical planning duties associated with land use and zoning ordinances; including providing customer service by responding to public and agency requests by phone or at home; assist applicants and the public with current planning permit processing, and perform other related work as required.
  • Ensure high-quality customer service by assisting the public at the front counter, over the phone, and via email by providing information to property owners, developers, architects, engineers, and contractors regarding development standards, policies, and procedures.
  • Assist in reviewing permits for conformance with the General Plan, Specific Plans and Master Plans, the Zoning Ordinance, and Municipal Code and conduct plan check review of building permit requests.
  • Review business uses for conformance with the Zoning Ordinance.
  • Assist in compiling information for a variety of studies and reports; participate in research; analyze and interpret data and trends.
  • Prepare written reports and present oral presentations on a variety of planning matters.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished form the Assistant Planner classification by the lower level of complexity of work performed and supervision by professional planners.

Representative Duties


EXAMPLES OF DUTIES:
Under supervision, advises and assists the public on routine matters related to zoning regulations and permit procedures; reviews building permits and business licenses for zoning compliance; receives applications and checks for completeness; responds to counter and phone inquiries; coordinates project review with other City divisions and departments, and other public agencies; may be assigned field work, including site review for current applications, or review of development sites for compliance with conditions of approval; prepares draft reports and correspondence for professional planners; assists in research on environmental conditions, population, economics, land use, housing, and transportation; meets with applicants, staff, and the public with regard to pending development applications; other duties as assigned.

Qualifications/Education/Experience

HuhAny combination of training and experience that would likely provide the required knowledge and abilities listed above. Typical ways to satisfy this requirement would be:

Graduation from a four-year college with a major in city or regional planning, architecture, geography or a closely related field,
OR
Graduation from a two-year college with an emphasis on planning, engineering, architecture or closely related field, combined with one to two years of experience with a public planning agency.

Possession of a valid California driver's license; ability to pass a pre-employment physical examination.

KNOWLEDGE AND ABILITIES:
Knowledge of: principles, methods and procedures of City planning, including basic understanding of zoning regulations, Californian planning and environmental procedures, the subdivision map act; general knowledge of basic mathematics and statistics.
Ability to: communicate and work effectively with public, applicants, and other staff; prepare clear and concise draft reports and letters; use modern office equipment including computers and word processing software; collect and organize data pertaining to planning and zoning studies; learn and apply City procedures and policies pertaining to zoning and land use; carry out written and oral instructions under supervision.

CURRENT BENEFITS - MISCELLANEOUS MEMBERS

Retirement: California Public Employees' Retirement System (PERS) and Social Security.

  • Classic Members – Retirement formula of 2% at age 60 with a 3 year final compensation period. Classic Members contribute 7% toward retirement.
  • New Members – Under the new pension reform law, Public Employees' Pension Reform Act (PEPRA), effective 1/1/13 those defined as New Members of PERS are eligible for the 2% at age 62 retirement formula with a 3 year final compensation period. New Members are required to contribute towards pension; currently the contribution rate is 6.75%.

Deferred Comp: City contribution of 1.6% gross monthly earnings into a 457 deferred compensation retirement plan (ICMA).

Vacation: Fifteen days vacation for the first four years of service. Maximum 25 days annually after 20 years of service.

Holidays: Thirteen and one-half days per year and seven days of floating holiday time.

Sick Leave: Accrued indefinitely at the rate of eight (8) hours per month. PERS service credit for unused sick upon service retirement.

Longevity Pay: 2% at fifteen (15) years of service.

Bilingual Pay: $100 per month for one or more languages.

Health Insurance: The City contracts with the Public Employees' Retirement System for health benefits for this group. Effective 1/1/23, the City contributes $822.37 for employee, $1,644.73 for employee +1, and $2,138.15 for family coverage with the employee contributing a portion of the monthly premium. Dental Insurance: The City pays 100% of the premium for dental coverage for the employee and dependents. Dental plan includes orthodontic coverage.

Vision Insurance: The City pays 100% of the premium for vision coverage for the employee and dependents.

Life/Disability: The City pays the premium for life up to $200,000 and disability insurance for the employee only. Voluntary, supplemental plan available for additional life insurance.

Health Club Reimbursement: The City pays up to $50 a month for health club membership.

Training/Education Reimbursement: The City pays up to $1000 per fiscal year. See MCP for details.
