Description:
Jefferson County Open Space division is seeking a Planner to join the team!
The Planner is responsible for supporting and managing long-term and short-term park projects, various plan updates, and new property proposal evaluations for Jefferson County Open Space (JCOS). This position provides information for, coordinates, and facilitates meetings with a diverse set of in-house teams, external agencies, and consultants, as well as a diverse collection of community partners and park visitors.
The ideal candidate will be someone who has planning and design experience in landscape architecture, conservation planning, urban and regional planning, or environmental design. Additionally, the team is seeking someone who is able to support planning efforts with graphics that communicate high level ideas, long-term project visions, and conceptual design solutions to a broad range of audiences. This could include GIS based existing conditions mapping, infographics for public distribution, or high-level spatial concepts. This role requires skill in data gathering and analysis, the planning process, and ability to collaborate with internal teams and external partners. This position is often public facing and will support public engagement efforts for plans and projects.

Schedule: This position follows a hybrid and flexible work schedule that requires two days in the office each week and the option to work a four-day week, Monday through Thursday.
Anticipated Hiring Range: $70,000 - $80,000 USD Annually
Compensation will be determined based on education, experience, and skills.

Essential Duties
Support long-term planning efforts, including updates to organizational strategic plan, countywide plans, and park and land management plans; support public engagement efforts on planning projects, representing JCOS at external meetings with partners, community groups and involved citizens.
Provide graphic support for planning projects that effectively communicate existing conditions, externalities, site analysis, project vision, and possible design solutions.
Identify and document opportunities and constraints in the development of conceptual site plans for park development; facilitate team meetings to gain consensus on agreed upon plan; draft existing conditions reports and engages in due diligence for priority capital projects; demonstrate proficiency in research, obtain data and develop deliverables based on organizational business needs
Simultaneously oversee and monitor multiple projects of small to medium size and complexity; effectively administer contracts with consultants through the procurement process; craft scopes of work for consultants; develop cost estimates in concert with subject matter experts, and engage in budget schedule and scope monitoring related to consultant contracts.
Coordinate with various JCOS teams, other county divisions, and external partners, including topic specialists on JCOS plans and projects;
Coordinate JCOS comments and coordination on land use regulation updates and county plan updates impacting open space parks; facilitate the processing of Jefferson County Planning and Zoning land use referrals impacting JCOS lands.
Evaluate property proposals for new land acquisition, including use of GIS software for map making and analysis; Engage in applied use of open space land acquisition criteria; lead field visits with various JCOS team representatives to potential new open space lands and compilation of staff comments; prepare staff reports and present staff recommendations to JCOS Management Team and JCOS Advisory Committee, generating all necessary related mapping, photo compilation and other analysis related to property proposal evaluation.
Demonstrate flexibility and resourcefulness in a dynamic environment; work collaboratively and independently to achieve goals; use professional judgement to produce quality work products within tight time constraints.

Minimal Qualifications:
One year of work-related experience in public sector planning or preparing design graphics, open space or park planning or a similar field AND
Bachelor’s Degree in landscape architecture, conservation planning, urban and regional planning, environmental policy, or another related field.
OR an equivalent combination of education and experience
Preferred Knowledge, Skills, and Abilities:
Preferred - Master’s Degree in related field
Preferred - Five or more years of work experience
Preferred – Work experience in park and open space design
Experience with GIS, AutoCAD, Rhino or Lumion, Adobe Creative Suite, and MS Office
Exceptional written, verbal, and graphic communication
Strong attention to detail and organizational skills
Team Player: Effective collaborator, willing to listen and learn from others
Ability to hit the ground running and move from high-level goals to implementation
Additional Job Information:
Must have a valid driver's license; if you are from out of state, you must have a valid Colorado driver's license within 30 days of hire date, and you must not have any major violations or DUI, DWI, DWAI convictions.
