SCOPE
This Procurement Manager is responsible for supporting the R&D organization for aerospace and defense products, and all other Indirect Purchases for MEC, including facilities purchases, construction projects, software, services and supplies.
The Procurement Manager ensures our valued internal and external customers have the quality parts, products, and services they need, when they need it, and at a competitive price that is enabled by achieving excellence within supply chain. The Procurement Manager coaches, trains, and leads a team of procurement professionals through all phases and aspects of purchasing materials, supplies, equipment, and services necessary to support quality, cost, and on-time delivery requirements for R&D. The Procurement Manager is responsible for the performance of the team in achieving objectives established by senior leadership. The Procurement Supervisor is also responsible for ensuring that the team's procurement practices align with both DCMA requirements and Company Policy. The scope of this role also includes non-R&D “Indirect Purchases,” supporting facilities, construction projects and a variety of software, services and supplies.
RESPONSIBILITIES
- Ensure Procurement team performance supporting R&D and Indirect Procurement is best-in-class and continually improves, while culturing an environment of mutual respect and uncompromising integrity. This includes maintaining the pulse of the team to ensure positive morale and supporting the desired career paths of subordinates as appropriate.
- Manage the procurement of parts, components, raw materials, subassemblies, supplies, capital equipment, construction projects, software and services to support business needs.
- Train others on procurement policy and procedures. This may include establishing, tracking, and reporting Key Performance Indicators (KPIs) to understand and communicate the performance of the team, and then drive continuous improvement. The Supervisor will also ensure compliance with policies and uncompromising integrity when engaging the supply base.
- Prepare and conduct regular employee performance reviews and supplier reviews. This includes setting meaningful milestones and frequent engagement between formal reviews to ensure continuous improvement.
- Maintain proactive and effective cross-functional communication and collaboration.
- Ensure government compliance when making purchases.
- Ensure the appropriate form, use, and maintenance of RFPs, RFQs, LTAs, and other key agreements.
- Directs appropriate vendor selection and management with a view to minimize purchasing costs without compromising quality or assurance of supply.
- Collaborate effectively with R&D and other functions.
- Manage escalations and resolution of internal and external issues or problems.
- Select suppliers, negotiate, and place orders using industry best practices.
- Monitor and coordinates suppliers to schedule or expedite deliveries to ensure resolution of problems such as shortages and missed or late deliveries.
- Oversee supplier relationships and ensure supplier performance.
- Ensures product is delivered on time, meets quality standards, and at the best value.
- Oversee vendor selection, delivery assurance, and material cost estimating functions.
- Activities as needed to support the broader supply chain organization.
SKILLS / REQUIREMENTS
- Minimum B.A. or B.S., plus 3 years of hands-on experience as a Procurement Manager in an R&D or Production environment, plus robust experience purchasing indirect materials.
- 2 Years of hands-on SAP experience
- Very strong experience in complex problem-solving.
- 2 years of experience with R&D in a direct or supporting role, preferably in Aerospace or Defense
- Strong contracts knowledge.
- Strong analytical and problem-solving skills
- Strong Excel and PowerPoint experience, and ability to clearly communicate to senior leadership using these tools.
- Experience with procurement supporting construction, capital equipment, and services
- Excellent written and verbal communication skills.
- Willingness to travel up to 20% to domestic suppliers.
- Other supply chain related duties as required

Salary Range $120K - $140K
