Minimum Qualifications:
Bachelors degree in broadcast journalism, communications, film studies, or a related field; supplemented by five years of experience in journalism, communications, video production, television broadcasting, cable/telecommunications, or a related field to include two years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position. Requires knowledge of principles and practices of broadcast journalism and mass communications. Requires skill in the technical and creative art of television production. Requires knowledge of complex video production and editing equipment, systems, and software. Requires knowledge of federal, state, and local laws and regulations governing telecommunications. Purpose of Classification:
The purpose of this classification is to manage production, film/television, and broadcasting functions as part of Fulton County's Department of External Affairs broadcast and cable television station, FGTV, cable franchise, and public access channel. Work includes overseeing staff responsible for production planning, production, and editing and post-production functions for the station television programs; and supervising production staff. In addition, this classification manages commercial filming and photography functions. Work includes negotiating and administering cable service franchise agreements; overseeing production and broadcasting for public access channels; managing technology for broadcast/cable/film, managing commercial filming, and supervising production and technical staff.
Essential Functions:

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work of assigned staff and production crews; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Manage all production continuity and engineering activities for FGTV, including directing staff activities and use of production equipment for FGTV programming.
Manage and supervise all activities of film production on Fulton County property:
Coordinate scout visits, support department coordination, collects and deposits fees, coordinates with the County Attorney's Office for contract negotiations, ensures compliance with Fulton County policies and Fulton County properties and interests are protected during commercial filming projects.
Coordinate cable television facility needs within Fulton county-owned properties, including working with user-departments and cable provider for installation, troubleshooting, and billing for use of cable in facilities.
Manage budgetary, equipment/supply, and procurement needs of the division: Coordinate with supervisors and with the Finance and Purchasing departments to manage division budget and to procure equipment and supplies.
Serves as executive producer and director for flagship program(s): plans set, lighting and video designs; oversees set-up and staging of the studio or location with appropriate lighting, set pieces, props, and backgrounds; confirms cast and crew; coordinates, instructs, and cues crew, guests, or talent; keeps track of time for live and live-to-tape productions; selects camera shots and composition; and makes related artistic and technical production decisions.
Reviews and approves story scripts and editing of audio and video content/packages to ensure engaging, informative, accurate, and technically compliant finished stories: verifies accuracy of information; makes improvements and corrections to sequencing, graphics, audio, or other elements; and determines readiness of story for broadcasting.
Performs customer service functions of the Local Franchising Authority: responds to subscriber requests/complaints; mediates resolutions between subscribers and cable operators; and maintains records and prepares reports related to subscriber complaints.
Negotiates and administers cable franchise agreements for the County: identifies cable needs within the County; coordinates with Legal Departments and consultants; manages franchise renewal process; monitors service performance of cable providers; monitors compliance with local, state, and FCC regulations and standards and provisions of agreements; and monitors and maintains records of franchise fee payments.
Advises and serves as a liaison for cable television service: analyzes legislation and legislative proposals related to cable service; advises County departments and agencies; and acts as a liaison between cable providers and County departments to coordinate installation and construction projects.
Oversees productions for Public Access Channels: serves as a liaison with Public Access Board of Directors; instructs and trains Citizen Producers; assigns and schedules volunteers to work on productions; manages equipment usage program; supervises production planning, setup, productions, and editing/post-production by Citizen Producers; and maintains and upgrades equipment as needed.
Programs Public Access Channel broadcast server: schedules programs and content for airing; adds and removes programs in master broadcast calendar; and updates calendars and graphics.
Serves as an information technology and technical advisor for FGTV: supervises Broadcast Engineer and other technical staff; troubleshoots equipment problems; updates FGTV websites; and makes recommendations regarding upgrades and purchases.
Manages purchasing, budgeting, and related administrative activities for division and provides budgetary and Human Resources support for department.
Directs, produces, and edits FGTV programs or special projects as needed, both on location and in a studio: plans, sets-up and stages the studio or location with appropriate lighting and sets; coordinates, instructs, and cues crew, guests, or talent; keeps track of time for live and live-to-tape productions; selects camera shots and composition; arranges and edits audio and video content; and makes related artistic and technical production and post-production decisions.
Operates a variety of audio and video production and broadcast equipment and technology: sets-up, tests, and operates cameras, lighting, microphones, consoles, and other production equipment; operates and oversees maintenance of broadcasting systems and technology; and troubleshoots and makes adjustments to equipment.
