The Program Analyst, Executive provides the Project Manager Intelligence Systems and Analytics (PM IS&A) Headquarters (HQ) support for the Planning, Programing, Budget and Execution (PPBE) process with analytical assessments, analysis, and development of key documentation to support annual budget execution activities and milestone decision reviews.
Responsibilities:
- Support Research and Development Exhibits (R-2 Forms).
- Support Production Exhibits (P forms).
- Prepare Budget Briefs and Congressional Staff information papers.
- Submit the Operating Budget with funding profiles.
- Support the Program Objective Memorandum (POM) submission for approval.
- Prepare the Congressional Budget Justification Books (CBJB).
- Coordinate daily on the status of funds with Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), Department of the Army Deputy Chief of Staff for Operations (DA DCSOPS), and the PMO.
Required:
- A Bachelor's degree in Business and Accounting with 20 years’ technical government program management experience to include: budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development.
- 10 years’ direct experience with coordination of defense acquisition programs at the higher Army and/or DoD levels.
- Demonstrated 10 years’ direct experience with verbal and written communication to include presentations and/or briefing to top level managers, SES, general officers or equivalent.
- Proficient in the Microsoft Office Suite of products.
