Job Summary
The University of Colorado Boulder Police Department encourages applications for an Emergency Management Program Assistant! This position provides professional, technical, and project management support to the Director of Events and Emergency Management (EEM), and staff. This position will:
- Support the Director and staff units daily with program and logistics management.
- Manage finance and procurement activities for the Division.
- Provide timely administrative support for all EEM activities.
- Follow & interpret department and University policies and procedures and apply them to the Police Departments operating principles.
- Manage special projects and other duties as assigned.
Additionally, this position serves as a liaison between partners and campus departments to manage expectations and drive satisfaction during all phases of an incident and emergency preparedness activities.

Patrolling the campus by foot, bicycle, motorcycle, and vehicle, the CU Boulder Police work diligently with the University community and surrounding agencies to ensure a timely and coordinated law enforcement response.

What Your Key Responsibilities Will Be
Program & Logistics Management
Lead logistics and operations support for the Division to include event and game-day deployment tasks and equipment deployments.
- Analyze and implement event action plans to ensure successful, timely, and cost effective operation.
- Work closely with EEM team and internal and external customers on developing activity, event and safety details and protocol.
- Attend meetings on director’s and team supervisors’ behalf, providing recommendations based on experience, training, and knowledge of campus dynamics.
- Run logistics and support functions/needs, including command post setup & demobilization.
- May supervise event/incident staff (including full time, classified, university, and permanent staff) during event/incident operations and delegates tasks as needed.
- Train others in department, Events, and E.M. processes and procedures.
- Manage ATVs and division vehicles servicing and preventive maintenance, and deploy ATV trailers for scheduled events.
- Coordinate equipment maintenance through internal and external service providers.
- Maintain equipment certifications and training, as well as knowledge and application of ICS and NIMS as related to EEM.
- Maintain training and knowledge base in established theory, principles, conceptual models, professional standards, and precedents to improve program processes.
- Implement new processes or objectives with Director’s approval.
- Create and distribute all memoranda related to event/incident planning and execution for the work unit and other work units within the department or other team members.
Finance & Procurement Management
Lead procurement and invoicing activities for the Division while tracking expenditures.
- Maintain QuickBooks database for Events & EM revenue/expense tracking.
- Collaborate with EM team and customers in all finance & procurement activities.
- Manage purchasing needs within purchasing authority granted by the department.
- Develop equipment inventory minimums and orders equipment and supplies for event and office operations.
- Submit equipment and supply requests and orders through CU Marketplace or other systems for special events.
- Audit and process vendor invoices and resolves price disputes/errors to ensure timely payment.
- Deliver a high quality of purchasing services according to State and University policies and procedures by using the correct forms such as an Official Function Forms, Furniture Waivers, Recognition Reports when needed.
- Ensure proper charges for event services rendered are paid for and assigned to correct divisions.
- Collect, analyze and track event resource and staffing information to develop appropriate invoice information.
- Submit invoice to fiscal for review and processing.
Administrative Support
Support with administrative tasks and assignments, including calendaring events and meetings, office management, travel/training coordination, and other related responsibilities.
- Checks Events and EM voicemails daily.
- Manage Events and EM team calendars.
- Assists with and submits business card orders.
- Coordinates EM, COOP and Training and Exercise schedules.
- Supports Events Program Assistant with activities and functions.
- Participate on various campus committees meant to further the efficiency of the work unit.
- Produces meeting notes and distributes as appropriate.
Special Projects/All Other Duties
Special projects may arise out of the departments need or desire to support mission-focused opportunities and responsibilities can change due to operational needs or unforeseen circumstances.
What You Should Know
- This position will require a background investigation including completion of a personal history questionnaire, criminal background check, motor vehicle records check, an Excluded Parties List System check, polygraph, job suitability evaluation, integrity interview, credit check, fingerprinting, and a reference check.
- This position is considered Essential Services and a Campus Security Authority.
- This position will operate a University vehicle and requires a Drivers License.
- This department operates 24 hours per day, 365 days per year. Must be available to work various shifts when needed, including overnights, swing shifts, weekends, holidays, etc.
What We Can Offer
The annual salary range is $56,000 - $68,000.

- Four years of experience in an occupational field related to the work assigned to the position.
- Appropriate education will substitute for the required experience on a year-for-year basis.
