This is a grant-funded position and reassignment will be based upon performance, progress toward research goals and continuation of funding. Some travel throughout the state of Texas.
Purpose
The Program Director position will lead the exploration, launch and implementation of the Heart Gallery program throughout Texas. Within the Center for Societal Impact; the Heart Gallery is a community engagement initiative featuring children in the foster care system who are waiting for a forever family. The program uses professional portraits, weekly television segments and a robust website to create awareness and educate the community about children in the Texas foster care system who need permanent, adoptive homes before aging out. Developing a statewide association of Heart Galleries will allow for the expansion of education and awareness around adoption recruitment. By joining together and speaking as one voice, we can be assured that everyone is working in partnership to generate better outcomes for Texas children.
Responsibilities
  • Collaborate and meet with key stakeholders and supporters within the eleven Department of Family and Protective Services (DFPS) Regions that make up Texas. Will identify and determine non-profit organizations best qualified to oversee the Heart Gallery program in each region.
  • Develop all procedural information needed to successfully launch a Heart Gallery to include expectations, website template, communication plans, branding, Memoranda of Understanding (MOU), and all policies and procedures related to the Heart Gallery program. Assist with the development and management of the Research Fund Authorization (RFA) process to include distribution, payment, and reporting.
  • Develop and maintain key relationships throughout the Texas business and child welfare community to effectively expand program awareness and increase partnership and exposure opportunities. Work in close collaboration with Texas Adoption Resource Exchange (TARE) to develop and implement a streamlined and consistent process for adoption recruitment and outreach in Texas.
  • Engage with key stakeholders in each region to begin building a strong community network to effectively mobilize volunteers to distribute Heart Gallery exhibits and raise awareness. Assist with identifying ongoing funding opportunities.
  • Implement and initiate work to begin implementation of Heart Gallery including but not limited to staffing and all logistical elements in conjunction with community engagement.
  • Partner with the Governor’s Commission for Women to engage each regional commissioner to raise awareness and support in their communities. Operate strategically to ensure intentional program growth and apply visionary thinking to help achieve goals both internally and with external partners around the state of Texas. Oversee all statewide communication, as well as development of regional plans.
Required Qualifications
Bachelor’s Degree with a minimum of 5 years of leadership experience with non-profit organization. A minimum of 3 years’ experience working directly with a Heart Gallery program. Extensive knowledge of all aspects of adoption through foster care in the state of Texas. Extensive experience with donor cultivation, solicitation, and stewardship. Experience working with the Governor’s Commission for Women, the First Lady’s Office and Kim Phelan and the Office of the Speaker of the House. Experience with prospect research and developing network strategies. Extensive experience and positive relationships with key Department of Protective Services (DFPS) staff and leadership within each region and in the state office. Excellent written skills with direct experience writing successful presentations, proposals, and grant applications. Excellent formal and informal oral communication skills including but not limited to preparing and delivering presentations, public speaking and facilitating meetings.Values the contributions of others in a diverse work environment. Relevant education and experience may be substituted as appropriate.
Preferred Qualifications
Experience launching new programming within a non-profit organization. Experience engaging and leading collaborative efforts within child welfare that have proven positive results. Experience in overseeing both programming and fundraising events. Connections to potential supporters throughout Texas.
Salary Range
$130,000 - $150,000 depending on qualifications

Employment Eligibility:

Retirement Plan Eligibility:
The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
