This professional position is responsible for the administrative management of the various programs and functions within the Senior Services Department. The position performs complex and varied administrative and analytical tasks to implement projects, and programs, providing high level programmatic support to promote maximum efficiency and effectiveness. Supervision is given to case managers and administrative staff; supervision is received from the Director of Senior Services.

  • Provide leadership, guidance, and coordination to advance the mission of JFSA and the Senior Services Department
  • Overall responsibility for the successful achievement of programmatic goals of the Senior Lifeline Unit and compliance with all funding sources
  • Implement and management of internal and external tracking systems.
  • Develops and oversees Department Program Policies and Standard Operating Procedures.
  • Supervise, train, direct, and evaluate staff in accordance with best management practices and JFSA Personnel Rules
  • Using data-informed decision-making, implement revisions in department operations to assure adequate types and amounts of services, initiate/modify relationships with partner agencies and adapt to trends in community needs and resources
  • Provide approval for all expenditures within the Senior Lifeline Unit.
  • Provide direct supervision to the Case Managers and Program Manager. Care Management Social Worker, and other program and administrative support staff.
  • Develops and maintains program partnerships
  • Plan, manage and execute projects, programs or other duties as assigned by the Director of Senior Lifeline; as needed, assist other programs within JFSA in the execution of their programs and services.
  • Interact with the general public and clients to address and resolve their concerns, complaints or problems
  • Attend and represent the agency at meetings and functions, as required
  • Make presentations to various groups on programs, services or information important to public, county, state, other officials and funding sources.

  • Bachelor's degree in Social Work, Human Services or a related field,

· MSW Preferred

  • Minimum 10 years of human services management work experience that includes all of the following (items may be concurrent):
  • Minimum of 3 years of direct responsibility for managing local state and federal grants.

· Minimum 3 years of budgeting experience that includes experience with grant budget development

  • Minimum 5 years of supervisory/personnel experience
  • Minimum 2 years of program administration experience that includes program design, assessment, quality improvement, planning, and evaluation.
  • Intermediate skill in the use of MS Office Suite

KNOWLEDGE / SKILLS / ABILITIES:

  • Extensive skill in the administration of various functions of the Senior Lifeline Unit in full compliance with all applicable County, State, and Federal requirements
  • Ability to effectively plan, direct and supervise the work of others
  • Ability to accurately and effectively review, interpret, and apply information from statistical reports and information
  • Ability to effectively lead evaluation processes
  • Ability to effectively implement and operate a human services program
  • Ability to effectively administer a budget.
  • Ability to effectively access and utilize computerized fiscal, data management and word processing systems and equipment
  • Ability to effectively establish priorities and manage multiple complex projects in a fast-paced environment
  • Ability to work with sensitive information and maintain appropriate confidentiality
  • Strong and effective spoken and written (English) communication skills, including public speaking skills as well as the ability to effectively compile, analyze and present detailed statistical reports and program analyses for presentation in-house and/or before varied audiences
  • Ability to develop and maintain positive, effective working relationships co-workers, professionals, community agency staff, State and County staff, and the general public
  • Knowledge of the Older Americans Act, Medicare, and Medicaid program regulations, policies, and other laws related to services for older adults.
  • Knowledge of grants management practices
  • Knowledge of federal, state, and local aging networks and community resources.
