Wyandotte Technologies has a potential opportunity to provide experienced Senior Program Management for a long-term contract supporting the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Personnel and Facility Clearances and Classification (OPFCC), Albuquerque, New Mexico. Interested candidates must be a US citizen with the ability to obtain and maintain a DOE Q Access Authorization. The successful candidate will agree to the use of his or her resume as a part of the contract proposal. The job position is dependent upon Wyandotte Technologies being awarded the contract.
Summary
Wyandotte Technologies provides an array of management functions in a secure environment to protect critical national security assets. Our program provides management of Safeguards and Security (S&S) programs which are critical to national defense and requires fully qualified personnel to implement security programs for the protection of personnel, information, technology, facilities, and the public.
Scope of Work
The Program Manager is responsible for overall Program Management, Program Planning and Administration; Personnel Development and Training, serves as a single point of contact to the Contracting Officer's Representative (COR), represents Wyandotte Technologies when dealing with senior OPFCC and NNSA management; manages resources, costs, and conflicts; provides overall direction to contractor personnel; provides reports as required, ensures the quality and timeliness of deliverables and completed tasks, and travels as required to perform assignments associated with OPFCC program responsibilities.
The Program Manager is the sole individual designated as Key Personnel for the program and shall:
Provide expertise and training to staff necessary to perform all services of the program.
Ensure all personnel meet specified training requirements and complete annual refresher training as required.
Review and maintain accurate training records.
Document performance requirements and competencies related to training.
Maintain a budget reporting system adequate to account for the expenditure of personnel security and security investigation funds, travel funds, prepares annual spend plans and projections and monthly expenditure reports and prepare ad hoc reports as required.
Assist with the resolution of findings resulting from internal or external audits, assessments, and reviews.
Provide root cause analysis of findings, preparation of corrective action plans and milestones.
Ensure milestones are met and corrective actions are taken to ensure closure and validation of findings.
Support OPFCC in conducting site surveys and assessments of access authorization, Facility Clearance (FCL)/ Foreign Ownership, Control, and Influence (FOCI) and Foreign Agents Registration Act (FARA) procedures for surveys in accordance with DOE directives and OPFCC procedures.
Development data calls and Survey Inspection Plan (SIP), document reviews, interviews, and prepare the survey report.
Experience/Education Requirements
The Program Manager must possess, at a minimum, either:
(1) Bachelor degree in Business Administration/Management
(2) Bachelor degree in any other discipline, paired with at least five years of work experience as a manager in a comparable assignment involving safeguards and security;
or
(3) Ten years of work experience in a comparable assignment involving safeguards and security, with at least three years as a manager of a safeguards and security program at the second tier or higher level, with a strong background in personnel security.
A Master of Business Administration (MBA) or a comparable business management discipline is highly desirable. The incumbent must have experience in training management and in directing an organization with a diverse mix of management, technical and administrative functions, as well as experience working with senior government officials. The Program Manager must possess excellent oral and written communication skills, have the ability to meet deadlines, perform under pressure, and possess a detailed knowledge of DOE and NNSA S&S programs.
