Duties

The Program Support Assistant (PSA) provides administrative and analytical support for program-related activities for Geriatrics and Extended Care (GEC) to include Home and Community-based Care (HCBC), Home Based Primary Care (HBPC), Spinal Cord Injury (SCI) clinic, Palliative Care Clinic, and Geriatric Evaluation/GeriPACT Clinic. The PSA ensures practices and procedures are consistent with those of the office. The GEC Service is a comprehensive, interdisciplinary team of VA staff providing services to Veterans with complex, chronic and disabling diseases, many of whom are bedbound or housebound and may receive care from both VA and non-VA providers.Program Support Assistant (PSA) duties include but not limited to:

  • Providing program support for the service, and is responsible for the effective operations, organization, and training through assisting, advising, validating, and consulting with clinic administrative services on such matters as patient care, budget, staffing, and equipment for GEC services.
  • Screening calls and visitors to the care line and using proper telephone etiquette and is always professional and courteous.
  • Providing advisory and technical assistance to professional staff and community providers, as well as to Veterans and families, in matters related to GEC patient care.
  • Acting as liaison between the VA Medical Centers and Home and Community Health Care agencies to coordinate non-VA and VA services.
  • Integrating several types of software to generate specific working documents and forms; must be able to automate existing forms or create automated forms from templates for electronic processing by staff; and must have knowledge of spreadsheets and skilled in using the applications to set up files, create reports for collecting data and cross-referencing.
  • Keeping staff informed of new policies and or guidelines pertaining to their direct involvement with patient care.
  • Serving as the Time and Attendance Official for the care line and is directly responsible for maintaining current knowledge of procedures and attends annual training.
  • Naintaining customer relations and monitoring timeliness of service; must interact with peers and/or internal and external customers daily and portray a positive image of service and facility; and must always use tact and professionalism.
  • Serving as the Automated Data Processing Application Coordinator (ADPAC) for the care line, responsible for assisting staff with computer and equipment related tasks such as installing and setting up programs and applications and must maintain current knowledge of duties and responsibilities.
  • Providing on-the-job training for a wide arrange of programs and applications including preparing training aids, planning, creating, developing training slides and brochures that aids in accomplishing tasks.
  • Verifing accuracy of data before submitting official documentation to community agencies.
  • Serving as the Talent Management System (TMS) Administrator for the care line and is directly responsible for coordinating and monitoring training such as personal educational development to include continuing education, staff enrichment seminars, orientations, leadership and management courses, and skills development.
  • Monitoring the care line's fleet of government-owned vehicles and ensuring strict accountability for daily use to include scheduling, activity reports and maintenance, and must have the ability to solve transportation issues with minimum interruption.
  • Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of GEC operations.
  • Collecting and analyzing data for reports and ensuring quality, accuracy, and timely submission of reports such as the Automated Management Information System and Community Nursing Home, HBPC, Veterans Equitable Resource Allocation, and program cost reports.
  • Performing a variety of accounting duties as associated with managing and directing cost of programs to include, but not limited to, obligating, auditing, adjusting, reconciling, and preparing cost of services based on program limitations and availability of funds. Incumbent works closely with the AO in tracking cost of services and analyzing cost relative to programs, supplies, and equipment for preparation of the annual budget.
  • Formulating, presenting, and analyzing care line budgets, monitoring budget allocations to ensure operating program objectives are met and monitoring the use and rate of expenditure of budgeted funds in programs through continuing dialogue with program coordinators, review of written documents such as progress notes and invoices, and examination of accounting records.
  • Serving as the administrative and clerical support person for the care line, and is responsible for gathering, assembling materials and other information for use at meetings and conferences in a timely manner, and informing the required attendees of schedule date and time.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using accounting and bookkeeping procedures in maintaining the Fund Control Point Ledger in the general fund accounting system for program activities. Using appropriations, obligations, and disbursements relating to various control points and various accounting documents such as obligation, commitment, and invoice documents. Interpreting results based on previous findings and observations or extracting information from various sources considering the applicability of information and the characteristics and quality of the sources. Analyzing information and data utilizing statistical theories, techniques, methods, and reasoning to draw meaningful conclusions. Providing training, advice, and assistance to users in operating the Electronic Health Record (EHR), and other related computer systems. Explaining eligibility criteria for programs to customers. Assisting, advising, validating, and consulting with various parties on such matters as patient care, budgets, staffing, and equipment needs. Using multiple electronic programs and applications for collecting and analyzing data for reports and ensuring quality, accuracy, and timely submission of reports.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work entails some movement within the facility as well as sedentary work. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts. No special demands are required to perform the work.
