The Oak Ridge Reservation consists of approximately 33,477 acres and 100 miles of roads located in Anderson and Roan Counties in East Tennessee. Three major Department of Energy sites reside on the property: Oak Ridge National Laboratory, National Nuclear Security Administration’s Y-12 National Security Complex, and East Tennessee Technology Park.

We are seeking an experienced Project Engineer that is knowledgeable in multiple construction areas including road maintenance and culvert inspection and maintenance. The Project Engineer will be responsible for providing construction support to address Requests for Information (RFIs) as well as identifying and resolving uncovered issues in the field. This will require strong analytical abilities along with computer skills and knowledge of multiple databases and software systems. The Project Engineer will combine a strong knowledge of construction practices with written and oral communication skills to track and ensure contractual requirements through a variety of reports.

RESPONSIBILITIES

• Support the Program Manager and Operations Manager as necessary and assigned.
• Coordinate and monitor assigned engineering projects.
• Monitor compliance to applicable codes, practices, performance standards, and specifications.
• Support preparation and implementation of work packages for modifications, repairs, or upgrades.
• Assist with the establishment and implementation of project manpower needs.
• Coordinate technical activities among disciplines on the project.
• Lead project team in generation and review of engineering technical documents.
• Plan and prepare documents to coordinate efforts across different contracts.
• Document all work progress and costs through various government software including Federal Automotive Statistical Tool (FAST) and Ron Turley Associates (RTA) Data Collection Software.
• Submit “Toolbox Plan of the Day” by 9am daily to outline planned activities and daily work.
• Make field change decisions based on project Time and Materials (T&M) constraints and past engineering expertise.
• Maintain effective communication throughout project life cycle.
• Ensure compliance within the scope of all applicable DOE standards.

• Bachelor’s degree in engineering.
• Ten years of Civil Engineering Experience.
• Experience providing construction support to address RFIs.
• Experience with projects in excess of $1M.
• Experience with projects similar to local, state, and federal road maintenance, grounds maintenance, and earthwork.

PREFERRED QUALIFICATIONS

• Past DOE Experience.
• Bachelor’s degree in civil engineering.
• PE License or PMP Certification.
